- THIS NOTICE IS FOR INFORMATION ONLY ? The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE SOURCE basis with the Medical Marketing Services, Inc. (MMS), 185 Hansen Court, Suite 110, Wood Dale, IL 60191, to purchase data from the American Medical Association?s (AMA) Physician Master File. The focus of this project is to purchase the year-end 04 historical file; match up to the Race and UPIN Files; match to the saved end-of-year Dec.04 file to extract alternate (office) addresses; match office address and provide alternate office address in both places; convert AMA state code to FIPS code, combine with county FIPS, match to list with county name; and append residency name and state of residents. The anticipated period of performance for this project is for one (1) year. This procurement shall be processed in accordance with the Federal Acquisition Regulations Part 13, Simplified Acquisitions. In accordance with FAR 13.106-1, a Justification for Other than Full and Open Competition is on file. The Physician Master File is unique, and the only source of information on physicians that combines current information on the locations and practices of physicians with information in their training. As the major membership organization for physicians, the AMA is in a unique position to compile and assure the completeness of this data. This data is proprietary data of the AMA and MMS is the sole supplier authorized by the AMA to market the Physician Master File. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.601-1. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all capability statements received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
