Description
Intramural Research Program, National Institute on Drug Abuse (NIDA), National Institutes of Health (NIH) intends to award, on a sole source basis a purchase order to Harvard Medical School, Southborough, Ma., c/o Zhicheng Lin, PH.D., in accordance with FAR PART 13.106-1(b)(1.) as supplemented with additional information included in this notice. NAICS CODE 621511 and the size standard is $11.5. The object of this contract is to provide NIDA research staff with a unique animal model displaying distinctive dopamine transporter (DAT) characteristics essential to the continuing research of the program. Dr. Lin?s Lab is solely equipped with a unique combination of required experience and infrastructure to continue providing the established level of research as mandated by NIDA protocols. The Harvard Medical School conducts multidisciplinary research on the behavioral and biological aspects of substance abuse that mirrors in approach and philosophy NIDA mandated research. Both Institutes strive to understand the multiple determinants of drug abuse and to evaluate the behavioral and biological consequences of substance abuse using preclinical modeling. Individually, Dr. Lin provides exclusive experience in the field of DAT research as it relates to NIDA research, the use of this facility and infrastructure will intrinsically correlate future DAT research with existing NIDA clinical material. Harvard Medical School and the New England Primate Research Center (NEPRC) are leaders in determining functional characteristics of cocaine's addictive properties, including DAT characteristics. Exclusive use of the Harvard Medical School will provide the IRP with unparalleled experience in addiction research as evidenced by previous milestones reached by the NEROC in this past. Pertinent examples relating to this procurement include: 1) the first survey of distribution of cocaine binding sites in primate brain, 2) identification of the dopamine transporter as a principal target for cocaine in the brain, and 3) the first nonhuman primate model of drug relapse. This acquisition is being procured under Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. This notice of intent is not a request for competitive proposal. This is a Simplified Acquisition with estimated value of less than $100,000.00 threshold. Response to this announcement be submitted in writing, and faxed 410-550-1697 by close of business 4:oopm local time on October 10,2005. Statutory authority to justify this procurement is 41 U.S.C.. 253(c)(1) as set forth in FAR 13.106-1. Only one Responsible Source can provide this unique capability. Note#22
