- This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. The simplified acquisition procedures of FAR Part 13 will be used in conjunction with the commercial item procedures of FAR Part 12. The solicitation is being issued as a Request for Quotation (RFQ). The solicitation number is RFQ 246-05-02290. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The NAICS is 541511 and the small business size standard is $21.0 million. The procurement is unrestricted. Contract period will be from the date of award through December 30, 2005. The Hunter Holmes McGuire VA Medical Center, Richmond, VA has an immediate need for a contractor to provide on-site computer programming services to manage the VISN Financial Tracking System for implementing the facility billing software and associated other programming related to the ?McGuire Reports, VA Finance? databases through December 30, 2005. Contractor must have knowledge of the Veterans Affairs financial system. The principle duties require desktop support for our eight (8) VISN 6 facilities, plus the Network Office. The support includes managing the Knowledge Management Package for the Veteran?s Affairs Medical Center in Richmond. This support includes creating/maintaining management reports, as well as data acquisition and processing on a daily basis. Basic responsibilities: 1) Creating tables, views, stored procedures and functions in SQL Service 2000 or equivalent. 2) Adhering to Section 508 Compliance Rules. 3) Developing client service reports as needed, and 4) Acquiring data on an as needed, daily or monthly basis. The services to be performed by the contractor will be performed in accordance with VA policies and procedures and the regulations of the VA facility. The qualifications of such personnel shall also be subject to review by the VA Chief of Staff and approval by the VA Facility Director. All contractor employees who require access to the Department of Veterans Affairs? computer systems shall be the subject of a background investigation and must receive a favorable adjudication from the VA Office of Security and Law Enforcement prior to contract performance. Quotations shall be submitted on an ?all or none? basis. Partial quotations shall be rejected. Payment will be made monthly in the arrears upon receipt of proper invoice. Contractor shall submit with invoices documented proof of any services performed. Proof of completed services shall include dates of services and signature of designated VA employee responsible for services rendered. Contractor is responsible for ensuring that VA is notified of any changes in the contractor personnel assigned to this contract. Quotations must include the following: 1) Technical capabilities; 2) Hourly Rate; 3) Evidence of past performance of contracts of similar type, scope size and complexity that are ongoing or completed within past three years, references with points of contacts for contracts must be identified. Department of Labor Wage Survey No. 1994-2545, Revision 24, dated 8/10/04 applies to this contract. This is a best value procurement. Award will be made to the offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The government intends to evaluate offers and award without discussions. However, the government reserves the right to conduct discussions later if determined necessary by the Contracting Officer. A purchase order will be issued to the successful offeror. The information required in provisions 52.212-1, and a completed copy of provisions 52.212-3, Offeror Representations and Certifications-Commercial Items must be submitted with offer.
