- This is a combined synopsis/solicitation Request for Quote (RFQ) in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This VA Medical Center is seeking industrial Water Testing analysis on three (3) chilled water systems, four (4) cooling towers and one (1) steam condensate return system. Contractor shall furnish sample containers, labels, and all necessary materials to include courier service (Federal Express, UPS, etc.; or courier messenger/personnel) for pickup of samples and delivery of analysis on a monthly basis. Pickup and delivery of analysis shall be conducted in a timely manner. This is a performance based contract. Analysis report will be delivered to the VA within thirty days of receipt of sample. There will be a five percent (5%) deduct for reports sent after thirty days of receipt. The Base period is from October 1, 2005 through September 30, 2006 with four (4) one-year renewable option years subject to the availability of funds. (b) The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO; 852.233-70 Protest Content; 852.233-71 Alternative Protest Procedure; 52.217-8 Option to Extend Services. The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months; 52.217-9 Option to Extend the Term of the Contract. The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 66 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days; 52.232-19 Availability of Funds for the Next Fiscal Year; 852.270-1 Representatives of Contracting Officers; 852.270-4 Commercial Advertising; 852.211-71(A) Guarantee; Award will be made to the offeror whose offer conforming to the solicitation is determined to be most advantageous to the Government.
