Description

This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ), number DLQ050046. This solicitation is set-aside for small business under North American Classification System (NAICS) 323119. The small business size standard for a concern which sumbits an offer in its own name, other than on a construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is 500 employees. The Statement of Work is as follows: Hulls Gulch: Outdoor Interpretive Panels Scope of Work The BLM Four Rivers Field Office is ready to replace/renew interpretive signs in the Lower and Upper Hulls Gulch Trailheads of the Boise Foothills. This includes design of 10 interpretive panels to be placed in context along the trail. BLM will provide all of the interpretive text and layout in digital format. The contractor will provide fabrication of panels. Estimated Timeframes 23 September 2005 - Contract awarded 30 December 2005 - BLM to supply Digital Artwork files on CD-Rom to the Contractor. 30 January 2006 - Color Proofs to be sent to BLM POC: Antonia Hedrick to approval 01 April 06 - Final Interpretive Writings delivered to the Contractor from BLM Point of Contact. 31 May 2006 - Final product delivered to BLM. Technical Specs for Fabrication Bid: Line Item 0001 - (2 each) of Six 21 1/2" x 35 " exterior grade graphic panels. (12 total - 6 different designs), Product: 1/8" thick, exterior grade, phenolic or fiberglass resin or aluminum coated sign material. Full 4 - Color Processing. Warranty: 10 yr ultra-violet fading and surface hardness warranty. Line Item 0002 - (2 each) of Four 21 1/2" x 35" exterior grade graphic panels. Each panel will have one 8.5 x 11 inch flipbooks for exterior use.* (8 total - 4 different designs), Product: 1/8" thick, exterior grade,phenolic or fiberglass resin, or aluminum coated sign material. Full 4 - Color Processing. Warranty: 10 yr ultra-violet fading and surface hardness warranty. *Each Flipbook includes: -Three stainless steel U-bolts and mounting hardware -Five double-sided pages 8.5''x11'' with rounded corners manufactured with two 1/10" solid HPL material glued back-to-back. -Flipbook template provided by email request to linda_pitzer@blm.gov. Please request digital format desired (.eps, .pdf, .jpg, etc.) Line Item 0003 - Color Proofs: (10) 8''x10'' lab sample for each 21.5" x 35" inch panel for color approval. (12) 8''x10'' lab sample for (3 each for one flipbook at 4 flipbooks) 8.5''x11'' inch panels for color approval. The FOB Point is: Destination. The delivery address is Bureau of Land Management, Four Rivers Field Office, 3897 S. Development Ave., Boise, ID 83709. The provision at 52.212-01, Instructions to Offerors-Commercial Items is applicable. The provision at 52.212-02, Evaluation-Commercial Items is applicable, and the following shall be included in paragraph (a) of this provision. Quotes will be evaluated on past performance, and price listed in descending order of importance. Past performance will be based on the Contracting Officer's knowledge, contacting provided references, and other reasonable sources. Offerors shall include a completed copy of the provisions at 52.212-03, Offeror Representations and Certifications-Commercial Items with its offer. The clause 52.212-04, Contract Terms and Conditions-Commercial Items, is applicable, and the following additional FAR clauses cited in the clause are applicable: 52.211-05, 52.211-16, 52.219-06, 52.232-36, 52.246-01. 52.246-02, 52.247-34. Contractors are required to register or update their registration at the Central Contractor Registration website at: www.ccr.gov. The registration is required to receive contract award and will facilitate payment. Offers are due at the above office by close of business, 1630 Mountain time, 16 September 2005.
