- The Contracts Department of Fleet and Industrial Supply Center, San Diego (FISCSD) intends to solicit and negotiate on a sole source basis in accordance with FAR 6.302-1, ?Only one responsible source and no other suppliers or services will satisfy agency requirements?, with Med-Eng Systems, Inc, 2400 St. Laurent Blvd., Ottawa, Ontario, Canada. The Contractor shall provide the following: 6 EA Chiller DC250 115V Vapor Compressors. The DC250 chiller will provide a sufficient cooling system for EOD technicians operating in Med-Eng bomb suits in environments over 120 degrees. The DC250 is a portable, refrigeration based VCC chiller which is powered by any 24-28 VDC power source and provides active cooling for 2 individuals. The DC250 has the following salient characteristics: Powered by any 24-28 VDC source, Provides cooling for at least 2 individuals, Compatible with Med-Eng garments already in use, Delivers a minimum of 500 W (1706 BTU/hr) of active cooling at 40C (104F) ! ambient and 11C (52F) water delivery temperatures, Unit is contained in a case made from a polypropylene structural resin with a UL94 V2 flammability rating and is tested to withstand temperatures from ?20F (-29C) to 160F (71.1C), Weight is no more than 50 pounds, and Provides minimum 50 foot tether to increase user mobility and has up to 100 feet of total tether length. FISCSD intends to award a firm fixed price type contract. This action is being issued under the authority of FAR Part 13.5 utilizing Simplified Acquisition Procedures for commercial items/services under FAR Part 12. This is not a request for quote or an announcement of a forthcoming solicitation. Interested persons may identify their interest and capability to respond to the requirement. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Request for copies of a solicitation will not be honored. A determination by the Governmentnot to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.
