- Description
- The following questions (Q), and answers (A) are provided for the subject Broad Agency Announcement. Due date is unchanged. Q1. A line-thrower type device needs to be developed to deploy the entanglement Cord (or net) in front of the target boat. The line throwing device is to be shoulder fired and should be compatible with existing weapons (12 gauge, 20 mm launchers. A1. Per the BAA, compatability with existing weapons is desirable but is not required. Q2. A more effective entanglement systems needs to be developed. The new system can either by RGES like or net like or something else as long as it entangles the propeller. A2. Per the BAA, we are most interested in an effective entanglement system, meaning one that actually entangles one or more propellers on an outboard powered planning craft at least fifteen feet in length. Q3. Is there a specific target size boat that is needed to be stopped? Does the device have to stop the forty foot 675 hp craft always or is that an extreme case which may require multiple entanglement devices? A3. The requirements section of the BAA states the target size/speed of the boat. The reference to forty feet 675 hp craft is in the Background section of the BAA. Our desire is to ultimately be able to stop that size vessel. Q4. Are laboratory studies acceptable for evaluating prop entanglement? A4. No. Per the BAA, prop entanglement shall be proven (demonstrated) during entanglement demonstrations witnessed by the Government. Q5. Is the $100K limit on the Phase 1 effort or will proposals for more be accepted? A5. The BAA states that total funding for tthis BAA is approximately $400,000. Individual awards will not exceed $100,000. Q6. Is the $400,000 expected to cover Phase II effort as well or is that a separate solicitation? A6. The scope of this BAA covers Phase I efforts.
