Description

The National Institute of Standards and Technology (NIST) intends to award a purchase order on a sole source basis to the University of Michigan under the authority of FAR 13.106-1(b), Simplified Acquisition Procedures. The object of this requirement is to investigate best methods for the integration of IEEE 1588 into semiconductor factory equipment. The results of market research has resulted in a determination that the University of Michigan appears to be the only source for this service since they are the only facility with an Engineering Research Center for Reconfiguring Manufacturing Systems (ERC-RMS) that can be successfully modified to integrate the new IEEE 1588 standard into an existing manufacturing environment and the study the performance of the new standard without the construction of an entirely new factory. The anticipated award date of this order is on or about five (5) days from the date of this notice. This notice of intent is not a request for competitive quotations. Interested parties that believe they can satisfy the requirement to provide to noted system may provide evidence to so indicate no later than the response date noted above. A determination by the Government whether to compete this proposed purchase order is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. For information, call the POC identified below.
