- Description
- The U.S. Department of Commerce/National Oceanic and Atmospheric Administration intend to negotiate on a sole source basis with Rockefeller Institute of Government (RIG). This requirement is being advertised under Other Than Full and Open Competition by the authority of the Federal Acquisition Regulation(FAR) Subpart 6.302-1, citing 10 U.S.C.2304.(c)(1) or 41 U.S.C.253.(c) (1), Only one responsible source and on other supplies or services will satisfy agency requirements. RIG shall provide the Bureau of Economic Analysis (BEA)for 9 months for a study to explore the feasibility of an expenditure survey of selected state and local governments. RIG, has collected revenue data from state government for 15 years and is a research arm of the New York University System, which access to noted experts in the field of data collection and analysis. A study to determine the feasibility of collecting expenditure data by type or by function from a representative sample of state and local governments on a near-real-time basis that comparable to data collected by the U.S. Department of Commerce. The contractor will select from available reports a sample of states and local governments, showing coverage ratios for each. The sample will be weighted to account for population size population growth, and income growth. The proposals that are submitted to fulfill the requirements of this contract will be evaluated based on the following criteria: (1) Contractor technical capability and experience in selecting representative samples and in designing and conducting quarterly surveys: (2) Contractor?s past performance in performing the same or similar tasks as those outlined in this statement of work. (3) Contractor?s publication of collected data which are used in official Federal government statistics: and (4) Contractor?s designation as a recognized expert in its field as signaled by appropriate citations in popular, or academic publications. Interested parties who believe they can meet the Agency?s requirement are requested to submit in writing and affirmative response demonstrating their technical capabilities. To be considered and affirmative responses, must include detailed technical information and other technical literature demonstrating the ability to meet the above requirements. In your response you must address each of the items listed above in sufficient detail to permit documentation will result in the agency proceeding as stated above. A determination by the agency not to open competition is solely within the discretion of the agency. A written affirmative response must be received no later than seven (7)days after the publication of this synopsis. The solicitation will be issued as a Request for Quote (RFQ) utilizing Federal Acquisition Regulations, Part 13 Simplified Acquisition Procedures. The agency anticipates the award of a firm fixed purchase order.
