- Additional descriptive information is provided for this Purchase Order as follows below. THE RESPONSE DATE IS EXTENDED UNTIL 09/12/2005. Requirements for rheometer component of system: torque range of 0.00003 to 200 mN.m; ultra-high angular resolution (0.025 microradians) , high angular velocity (300 rad/s) and a normal force transducer with a working range of 0.01 to 50N. Software must allow for flow, transient and oscillatory experiments. Temperature control must be implemented by a Peltier device with a working range of -40degC to 200 degC and a heating rate of 20degC/min. The system must be capable of accepting an add-on camera system for capturing images of the sample while under test. Sample fixtures must include parallel plate, cone and plate and concentric conical cylinder geometries and must be interchangeable without use of specialized tools. Sample fixtures must integrate with the Peltier temperature control unit. Requirements for the DSC component: modulated differential scanning calorimeter w/ better than 0.2 microwatt sensitivity, operating temperature range of -180 degC to 725 degC, utilizing a liquid nitrogen cold finger for subambient work, which can be easily exchanged for a air cooled system for work above ambient. Gas flow rates must be controlled via integrated mass flow controllers to provide baseline stability. The LN2 based cooling system must provide a 50L storage dewar and controller for automatic cyclic of the LN2 coolant. Software must provide for both conventional and modulated DSC operations. System data requirement: raw data must be exportable to external data manipulation software and graphical and tabular data to word processing and presentation software under the Windows XP operating system. An autosampler is not required. The DSC requires Liquid Nitrogen. (THIS SUPPLEMENTS THE INFORMATION PROVIDED BELOW.) The Food and Drug Administration (FDA) intends to award a non-competitive, sole source purchase order to TA Instruments ? Waters LLC, 109 Lukens Drive, New Castle, DE 19720 for a Thermal Analysis system which consists of a Q100 Modulated Differential Scanning Calorimeter with Mass Flow Control, Liquid Nitrogen Cooling System (LNCS), AR-G@ rheometer and Rheology Advantage Software Accessory Kit and AR-G2 Peltier Concentric Cylinder Conical DIN System. The FDA must purchase a Thermal Analysis System capable of the characterization of phase changes and rheological behavior of hydrogels and other soft materials. This system must consist of a computer controlled differential scanning calorimeter (DSC) and computer controlled dynamic rotary viscometer and the software to control the two components and analyze the data that they produce. This system must use a common software base (control/analysis software provided by the same manufacturer). TA Instruments is the only vendor that provide both the rheometer and the DSC. NO REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required services, which will be considered if received by the tenth (10th) calendar day following the appearance of this announcement. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. An award will be made in ten (10) calendar days from the date of this notice. This sole source procurement will be awarded as a simplified acquisition for commercial items in accordance with FAR Subpart 13.5.
