- The Chief of the Office of Organizational Development and Planning at the NIH Clinical Center is requesting the consulting/training services of a practicing attorney specializing in federal employment law who is also an experienced facilitator/trainer to deliver a portion of a competency based performance management program to the Clinical Center executive leaders and supervisors. This training is to be related specifically to understanding the ferderal guidelines for employee conduct and performance. Significant savings and workforce efficiency may be achieved by educating supervisors and managers on how to manage the federal discipline and performance process. This course will provide supervisors and managers with an understanding of the rules and regulations governing the federal personnel process. Armed with the tools to address performance and conduct issues, supervisors and managers will be able to hold their staff accountable and maximize workforce efficiency. Moreover, correct application of the federal processes will replace the agency in the best position to successfully defend employee appeals, grievances, and EEO complaints that arise from disciplinary and performance actions. This two day workshop must be customized to offre guidance for common employee performance situations that frequently occur in the Clinical Center. Nine two-day sessions will be delivered to ensure the majority of supervisors have opportunity to attend. The selected attorney will be expected to customize the course to the Clinical Center context to ensure that the materials bridge effectively with the other information and skill development that will be offered in this competency based course. The training engagement would begin the end of September, 2005 and end in March, 2006. This timeline could be modified upon the mutual agreement between the Chief of Organizational Development and Planning and the attorney. Deliverables " Description of specific competency development, design of course, and stated measurable outcomes of success. " Meet as needed with management training team to revise after initial pilot " Provide accessibility via email and briefly by phone to the Chief of ODP and Special Assistant for Employee Issues as needed " Customize presentation to match audience diversity Selection Criteria: " Experience offering guidance to federal supervisors and mangers preparing disciplinary cases " At least 5 years experience as a trainer/presenter related to the federal guidelines for employee conduct and performance. " Design of course, identification of specific competency development and stated measurable outcomes " A good fit with the NIH and Clinical Center culture " Willingness to understand and work within the Clinical Center Competency Based Management Program " Live within the local geographic distance that allows for easy accessibility to be physically present at the Clinical Center training engagements. Submit 2-3 page resume using the following format: " Section 1: Professional Credentials o Include education, training, certifications as well as dates completed " Section 2: Teaching/Training Experience o Provide a sample training plan related to this topic o Describe presentation/teaching style o Identify teaching experience with the federal guidelines for employee conduct and performance. " Section 3: Industry Experience o Describe experience with the federal government and or healthcare as an attorney and trainer/presenter " Section 4: References o Provide contact information for three past or current clients who we may phone or email.
