- In accordance with simplified acquisition procedures the National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), plans to procure on a sole source basis with Kaiser Foundation Research Institute, 1800 Harrison Street, Oakland CA 94612 for an expansion study into the feasibility of developing a smoker?s registry in managed care health systems. Understanding the causes of tobacco use, addiction, and tobacco-related cancers and applying this knowledge to their prevention and treatment is one of the NCI?s challenges. This order will expand on a current study being conducted by the NCI?s Cancer Research Network (CRN) and led by Kaiser Permanente Center for Health Research (Kaiser Permanente Northwest). This study, entitled ?HMO?s investigating Tobacco, Phase II (HIT 2)?, includes development of a method for extracting tobacco cessation treatment information from electronic medical records in four medium sized HMOs. This order will examine several methodological and logistical issues related to designing and implementing a longitudinal study of the natural history of quitting tobacco use. Kaiser Foundation Research Institute will modify the data collection procedures for HIT 2 to provide a tobacco registry for all HMO members at each site. They shall develop a method for identifying tobacco users using existing electronic medical records in four health plans with an overall enrollment of about two million members. Kaiser Foundation Research Institute is the only vendor known to the DCCPS that can perform this expansion study. There is no other contractor that has the access to this population or the information from the on-going HIT-2 study. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the entire above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI researcher to determine if it can meet the requirements of this synopsis. An original and one copy of the capability statements must be received in the Contracting Office by 1PM EDT (local Washington, D.C. time) on September 19, 2005. It is the vendor?s responsibility to call (301) 402-4509 and verify that questions were received. In order to receive an award from the NCI contractors must be registered in the Online Representations and Certifications Applications (ORCA). Please refer to http://orca.bpn.gov in order to register. In addition, contractors must be registered in the Central Contractor Registration (CCR) www.ccr.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
