Description
This is a combined/solicitation notice of intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is RFQ5083 and the solicitation is being issued as a Request for Quotes (RFQ). This solicitation document and its incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC 2005-05). This acquisition will be processed under Simplified Acquisition Procedures and is not a Small Business Set-Aside. The National Institute of Allergy and Infectious Disease (NIAID) intend to procure an order for high purity custom design peptide synthesis and short turn-over time peptides synthesis service. The anticipated period of performance is from 09/27/05 thru 09/31/06. The contractor will furnish all the necessary services, qualified personnel, materials, equipment, and facilities, not otherwise provided by the government, as needed to perform the following work set forth. 1) The Contractor will synthesize the requested amount of custom-design peptides (15mg each peptide) with more than 80% purity. 2) The Contractor will meet this standard using HPLC purification with confirmation by mass spectrum. 3) The contractor will provide a total of 502 custom peptides. There will be a list provided of different custom-design peptides with different custom-design amino acid sequences and different length of sequences in each peptide. 4) The contractor will provide for each peptide mass spectrum to prove the purity and molecular weight of the peptide. 5) The contractor will control and protect the confidentiality of information, including filing and electronic transfer of peptides sequences. 6) The contractor will deliver synthesized peptides by best means as determined by the contractor. The services will be ordered via e-mail. All peptides will be shipped overnight via FedEx for Monday through Friday delivery. The turnover time for each order will be no more than 16 weeks after the confirmation of the receipt of the order. Each peptide will be shipped in 1.5ml screw-cap polypropylene tubes. Initial acceptance will depend upon the quality and timeliness of the peptide synthesis as determined by the lab staff that will be using the peptides of immune assay. Contractor will provide examples of past performance and examples of similar work performed to demonstrate its ability in custom peptide synthesis. This is not a Small-Business Set Aside. The North American Industry Classification System (NIACS) Code for this acquisition is 325188, and the small-business size standard is 1000 employees. This is a firm fixed-price contract and the FOB terms are (Origin) and Net 30. FAR provisions and clauses that apply to this acquisition: FAR 52.212-1, Instructions to Offerors, Commercial Items; FAR 52.212-3, Contractor Terms and Conditions, Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items; FAR 52.225-3, Buy American Act; FAR 52.204-7, Central Contractor Registration; and FAR 32.703-2, Availability of Funds, FAR 52.212-2 Evaluation Commercial Items. The government intends to make a Best Buy to the responsible offeror whose offer is most advantageous to the government. The following evaluation criteria will be used to evaluate offers: (a) Price; (b) Technical Acceptability; (c) Delivery; In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee will be registered in the CCR at www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award.] Offers must be submitted no later than 5:00 P.M.
