Description

This is a combined synopsis/solicitation for commercial items prepared in Accordance with the format in FAR Subpart 12.6, Streamline Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This requirement, F2M3CC5242AA00 is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05. The associated North American Industry Classification System (NAICS) is 423830 and the small business size is 500 employees or less. This is set aside for small business concerns. This requirement is for the acquisition of twelve each replacement 16 foot cardboard trailers for recycling collection points at Lackland AFB, TX. Trailer must meet the minimum requirements attached at the end of this notice *. This will be a firm-fixed price contract. Quotes shall address all requirements in this combined synopsis/solicitation, and shall provide clear evidence of understanding and ability and willingness to comply with the Government?s specifications of need. Failure to address a specification and or requirement will be construed by the Government as inability to meet the need, or the offeror?s taking exception to it. The Government anticipates awarding one order resulting from this combined synopsis/solicitation to the responsible quote whose offer conforming to this synopsis/solicitation shall be advantageous to the Government, price and other factors considered. Quotations will be evaluated in accordance with Federal Acquisition Regulation (FAR) Subpart 13.106-2 Evaluation of Quotations. All vendors are to include with their quotations, a completed copy of provisions 52.212-3, Offeror Representations and Certifications-Commercial Items, which may be downloaded from www.arnet.gov. OR offerors shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov . If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision. All interested parties must be registered with the Central Contractor Registration (CCR) as prescribed in DFARS 252.204-7004 & 252.232-7009. CCR can be obtained by accessing the Internet (www.ccr.gov) or by calling 1-888-227-2423. Registration must be obtained prior to award. All interested, responsible, business firms shall submit written quotation no later than 19 September 2005, 11:00 a.m. CST, to the 37 CONS/LGCAA, 1655 Selfridge, Lackland AFB TX 78236-5253, ATTN: Lt Candace LoBue, Contract Specialist at (210)671-1972, and e-mail address is mailto:candace.lobue@lackland.af.mil. * 16 FOOT REPLACEMENT CARDBOARD TRAILER SHOULD MEET THE FOLLOWING SPECIFICATIONS. 2-3500 lb axles-brakes on rear axle, front idler 200 lb top wind setback jack. A 2 inch coupler with safety chains, DOT lighting, 6-way light plug, 9 inch by 72 inch rolled fenders with backs, 205/15 load range tires, EOM spoke wheels-5 bolt. Trailer to have expanded metal on top, both sides and front. The rear door can be single or double and must open sideways. Rear door must have 1 24 inch by 60 inch drop door. Trailer is to be 16? double axle, have 6? high inside clear height, and must have 24? by 36? door on right side front of trailer.
