- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is FA8601-05-T-0242 and is issued as a request for quotation (RFQ). This RFQ is being conducted as a commercial item procurement in conjunction with Simplified Acquisition Procedures FAR Part 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05. This solicitation is issued as 100% SMALL BUSINESS SET ASIDE. Quotes are due by NOON (Eastern Standard Time), THURSDAY, 15 SEPTEMBER 2005, to the point of contact identified at the end of this notice. The associated standard industrial classification (SIC) code is 7999; the federal supply code (FSC) is U099; the North American Industry Classification System (NAICS) code is 611620; and the small business size standard is $6 million. The proposed acquisition is an Fiscal Year 2006 requirement and is subject to the availability of FY06 funds. The proposed purchase is for nonpersonal services from 1 October 2005 through 30 September 2006 for instruction of six fitness programs in accordance with the attached Performace Work Statements (PWS). The number of classes will not exceed the number provided in the PWS. The Government may reduce the number of classes actually held after the contract is awarded. All sources providing quotes in response to this announcement are advised the Government may cancel some or all classes after contract is awarded without incurring additional cost to the Government beyond the number of classes actually held. This is an ALL OR NONE ACQUISITION. Potential sources shall quote all classes or none. Potential source shall separately quote each of the six instruction programs on the same quote. The unit price shall be the price to instruct one class. The six PWS attached to this announcement are for an Instructor to provide: 1) Bootcamp Aerobics instruction 2) Cycle Contract Management instruction 3) Dodge Fitness Center Aerobics instruction 4) Fitness Equipment Orientation instruction 5) Mom and Baby Aerobics/Spinning instruction 6) Wright Field Fitness Center Aerobics instruction Contract financing will NOT be provide for this acquisition. By submitting a quote, the quoter acknowledges the requirement that a potential awardee must be registered in the Central Contractor Registration (CCR) prior to award. The Government intends to award one Not To Exceed (NTE) purchase order with firm fixed unit prices resulting from this solicitation to the responsible offeror whose quote is most advantageous to the Government and conforms to the requirements in this solicitation. The Government reserves the right not to make an award at all. Quotations may be in any format but must include requirements found in the attached Instructions to Offerors, including: company+s name, address and phone; point of contact+s name, phone, and email; quotation number and date; unit price (price per class); total price; identify any discounts; and how long the quote is valid. Quotations shall be accompanied by a completed Representations and Certifications (May 2004) and adhere to FAR 52.212-1, Instructions to Offerors ? Commercial (Jan 2004). Both of these documents are attached to this announcement. Potential sources shall also provide copies of certifications held by the contractor with the quotation. Potential sources shall also be able to provide certifications of individual instructors in the event they are requested during contract performance.
