Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation and incorporated clauses/provisions are those in effect through Federal Acquisition Circular 2001-14 and DFARS Change Notice 20030722 Edition. The solicitation incorporates by reference the following clauses: FAR 52.212-1, 52.212-3, 52.212-4 and 52.212-5. DFARS 252.204-7004. The Air Force intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (1) and FAR 6.302-1(a) (2). The proposed source is DR. Guangming Li. The Air Force Institute of Technology (AFIT) is soliciting for a non - personal service contract for an individual to provide advance post - doctorate research in areas of optical spectroscopy and atomic force microscopy for counter proliferation applications in direct support of AFIT research programs. This synopsis is being published for information purposes only. This notice of intent is not a request for competitive quotations. However, the government will consider any proposals received within 3 days of issuance of this notice. A determination by the government not to complete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
