Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information include in this notice. This announcement constitutes the only solicitation; quotes are being requested and written solicitation will not be issued. FA4664-05-T-0013 is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-24 and Defense 20040625. The solicitation listed here is 100% small business set-a-aside. The Federal Supply Class (FSC) is 2330. The associated Standard Industrial Classification (SIC) is 5599. The North American Industry Classification System is 441229 and the associated business size standard is 500 employees. This request for quotation consists of the following: Item 0001 Hackney TC1482 Aircraft Crash Recovery Trailer (or equal) QTY 1. Trailer must include compartments, a rear command/resource center to include cabinets, work counter, 2-swivel desk chair, 12VDC and 240/120VAC electrical system, Diesel Generator, Model ONAN 12.5 HDCAB/11506 or equal. Trailer must be capable of withstanding 2800lbs direct force on the floor and is capable of easy access to gear by pull out shelves and 43? depth to the trailer with all side roll up doors. The apparatus trailer body shall be a roll-up side door fully enclosed type. The frame and body shall be especially fabricated for emergency service usage. Upper Coupler: The king pin shall be SAE J-700 rated 2" diameter with a 22" setting. The king pin plate shall be .375" thick x 38" wide HSLA (50,000 psi yield strength) steel reinforced with 5" x 3" x .25" (ASTM A500 GR-C) rectangular steel tubing. Chassis Main Beam: Extending full length down the center of the apparatus body shall be a 12" x 6" x .25" (ASTM AS500 GR-C) rectangular steel tubing beam. It shall be reinforced by a .50" x 6" (ASTM A572 G50) HSLA steel flat bar truss spaced approximately 10" below the main beam. Dolly Box: The dolly box and crossmembers shall meet C12 standard rated at 20.7 lb/ft (ASTM A572 G60) HSLA steel channel. Suspension: A Neway Air Suspension model RL-230 or equal quality suspension shall be installed rated at a minimum of 23,000 lb. Capacity and a 16" ride height. Axle: Provide a Rockwell TN-4670 or equal axle with minimum 25,000 lb. Rating and 5" round axle beam. It shall feature a 71.5" track, Stemco oil seals, 16.5 x 7 quick change air brakes, type 30-30 brake chambers, 10-stud 11.25" bolt circle hub and drum and Rockwell automatic slack adjusters. Anti-Lock Braking System (ABS): The trailer shall incorporate a Midland-Grau ABS system. It shall be compatible with the tractor anti-lock braking system and act in tandem whenever the brakes are applied. It shall be an electronic, self-diagnostic system that works with standard air brakes. The major components of the system shall be the Electronic Control Unit (ECU)/Valve Assembly, ABS relay (modulator) valve, tooth wheel and wheel speed sensor. Wheels: Four (4) 22.5 x 8.25 hub-piloted steel disc. Tires: 11R x 22.5 G498, 14-ply radial, tubeless tires, Goodyear or equal. Landing Gear: A Butler 2-speed with 4.5" square legs, sand shoes, 50,000 lb. Lift capacity, and removable crank handle. The landing gear shall be mounted to 8" x 6" x .19" (ASTM A500 GR-B) steel tubing. The crank handle shall be stored behind the left front wheel housing panel. The trailer body shall be constructed from 5000 and 6000 Series alloy aluminum, as noted herein, for high tensile strength and corrosion resistance. Internal Structure: The body central structure shall be interlocking, welded framework of 6061-T6 alloy aluminum, including two (2) 6" D longitudinal support channels, six (6) longitudinal 1 1/4" x 3/16" angles, and 6.38" x 1" top cap, connected with a diagonal structure to form a compound beam. A longitudinal structure interlocked with transverse partition framework shall combine to form a solid structural platform. For long-term structural integrity, all imposed loads shall be supported by structural framework. No load shall be carried by covering sheets. All exterior compartment floors shall be constructed of a minimum .125" 5052-H32 alloy aluminum, except wheelhousing compartments, which shall be a minimum .190". The outer edge of all compartments shall be raised 1" above the floor bottom side rail in all side compartments to prevent water from collecting on the floors. The under side of floors shall be reinforced with minimum 2" x 1" 6061-T6 alloy parallel aluminum channels, running full depth of floor and attached at the outside edge with 5" x 5" gussets and at the inside edge with 2" x 3" angle strap. Channel spacing shall be on minimum 12" centers. Crash Rail: The lower skirt area of the body shall be provided with a protective minimum 6" x 2.75" extruded 6061-T6 alloy aluminum tube structural rail with integral rub rail and inverted trapezoid shoe grip. This rail shall serve both as a structural crash rail and rub rail. Applied inside the left and right lower rails and rails over the wheelhousing shall be DOT conspicuous red/white reflective tape meeting DOT trailer requirements. All structural vertical corner posts shall be constructed of minimum 4" radius 6061-T6 alloy aluminum extrusions. Formed corner posts shall not be an acceptable method of construction. All structural horizontal roof rails shall be constructed of minimum 6" radius 6061-T6 alloy one-piece aluminum extrusions at sides, front and rear. They shall be welded as an integral part of the body superstructure. Formed roof rails shall not be an acceptable method of construction. Minimum 4" radius aluminum corner caps shall be integrally welded at all corners, forming a uniform joint between the vertical body posts and the horizontal roof rails. Drip Rail: Full body length heavy-duty extruded 6061-T6 alloy aluminum drip molding shall be provided, a minimum of 3" high x .75" deep for protection of overhead doors. Drip molding shall be extruded as an integral part of the top side rail for structural and waterproof integrity. Bolted or screwed on installations will not be acceptable. The roof shall be supported by a minimum of five (5) hat-section shaped 1" x 3" 6061-T6 alloy aluminum longitudinal roof supports running full length from the front to rear of body. A minimum 2" wide x 4" high horizontal supports shall be welded to the roof rail between each bay compartment. The perimeter around where the roof mounted air conditioner unit is mounted shall be boxed with minimum 2" x 2" aluminum substructure. The roof shall be completely covered with minimum .125" bright aluminum tread plate. Necessary seams, where multiple sheets of material are joined, shall be welded and sealed. The entire roof shall be insulated with a minimum .75" Styrofoam with a reflective foil barrier. Vertical structural supports located between each exterior compartment shall be constructed of 6061-T6 alloy aluminum extrusions, which shall also serve as the integral compartment door tracks. They shall be a minimum of 2.5" wide with a half oval exterior shape to protect door track from damage. The roll-up door track shall be an integral part of the extrusion. The exterior flange of the door track shall be recessed a minimum of 1/4" from the partition covering to prevent the interference when removing equipment from the compartments. The exterior panels on the front and rear of the body shall be constructed of minimum .125" 5052-H32 aluminum. The rear painted panel shall be one-piece design with no seams. All panels shall be welded to the corner post superstructure, internally. No exposed weld seams are permitted. Attachment of these panels with rivets, screws or other types of fasteners is not permitted. Side Body Flat Panels required where no roll-up doors are specified shall be covered with a single sheet of minimum .160" (5/32") 5052-H32 aluminum. The entire perimeter shall be welded to the body superstructure. A minimum of one center vertical inner-wall support using 2" x 1" hat channel aluminum shall be incorporated into all walls without doors. Front and Rear Wheelhousing Filler Panels shall be constructed of a minimum .190" (3/16") thick bright aluminum tread plate. The panel shall be continuously welded to the body superstructure around the full perimeter of the wheelhouse opening to form an integral part of the body. Rear Wheelhousing Fenderette: A minimum 14 ga. Mirror finish stainless steel fenderette with a 1.5" radius crowned flare shall be installed on the left and right opening. They shall be bolted to the filler panel to permit field replacement in the event of damage. Include FOB Destination charges to March ARB, CA 92518. Include a copy of specifications with offer. The following provisions and or clauses apply to this acquisition. Offerors must comply with all instructions contained in FAR 52.212-1. FAR 52.212-2 Evaluation-Commercial Items, paragraph (a) to this provision is completed as follows: PRICE FAR 52.212-3, Offeror Representation and Certification-Commercial Items, a completed copy of this provision shall be submitted with the offer. Quotes without this provision will not be considered for an award. FAR 52.212-4, Contract Terms and Conditions-Commercial Items will be incorporated into any resultant Purchase Order by reference.
