- Building 3120 Partition Walls COMBINED/SYNOPSIS SOLICITATIONS 1. This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number FA7000-05-T-0153, in accordance with FAR Parts 12 & 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05, 26 Aug 05. The North American Industrial Classification System (NAICS) number is 444190 and the business size standard is 500 employees. This is 100% small business set-aside. 2. LINE ITEM 0001 Lot $_______ total $_________ STATEMENT OF WORK FOR BLDG 3120 MOVABLE PARTITIONS REPLACEMENT 1.0 INTRODUCTION. A. The objective of this project is to replace all existing movable partitions for the United States Air Force Academy building 3120, Officers Club. The existing partitions will need to be taken down, and replaced with new partitions to match existing. The doors shall be removed from the old partitions and installed in the new partitions. The movable partitions to be replaced are in the Dining Room and Ballrooms. B. Existing Movable Partitions are Modernfold Acousti-seal 931 series. Replacement Partitions shall match existing. Use Modernfold Acousti-seal 931 series partitions or approved equal. The track does not need to be replaced, so the replacement movable partitions will need to work with the existing track. Note: The salient characteristics of partition walls are as follows: - Manually operated individual panel operable partitions. - Series of individual flat panels, manually operated, top supported with operable floor seals. - Horizontally expanding panel edge with removable crank - Nominal 3-inch (76mm) thick panels in 48-inch (1220mm) widths. All panel horizontal and vertical framing members shall be fabricated from minimum 18-gauge formed steel with overlapped and welded corners for rigidity. Top channel shall be reinforced to support suspension system components. Frame shall be designed so that full vertical edges of panels are of formed steel and provide concealed protection of the edges of the panel skin. - Panel skin shall be .50-inch (13mm) tackable fire core C gypsum board, class "A" rated single material or composite layers continuously bonded to panel frame. - Acoustical ratings of panels with this construction shall be 47 STC in accordance with ASTM E90 - Hinges for Closure Panels, Pass Doors, and Pocket Doors shall be full leaf butt hinges, attached directly to the panel frame. Welded hinge anchor plates within panel shall further support hinge mounting to frame. Hinges mounted into panel edge or vertical astragal are not acceptable. - Panel Trim: No vertical trim required or allowed on edges of panels; minimal groove appearance at panel joints. - Panel Weights: 47 STC - 7 lbs/square foot - Panel finish shall be factory applied, Class "A" rated material. Finish shall be wall covering and upholstery fabric weighing not less than 12 ounces per lineal yard, with surface treatment to resist stains. - Fabric to match existing color. - Panel Trim: Exposed panel trim shall be of one consistent color. Color to be Dark Bronze. - Vertical Interlocking Sound Seals between panels: Roll-formed steel astragals, with reversible tongue and groove configuration in each panel edge for universal panel operation. Rigid plastic astragals or astragals in only one panel edge are not acceptable. - Horizontal Top Seals shall be continuous contact extruded vinyl bulb shape with pairs of non-contacting vinyl fingers to prevent distortion without the need for mechanically operated parts. - Horizontal bottom floor seals shall be manually activated bottom seals with self contained handle providing nominal 2-inch (51mm) operating clearance with an operating range of +0.50-inch (13mm) to -1.50-inch (38mm). Seal shall be operable from panel edge or face. - SUSPENSION SYSTEM (Use Existing) #16 Suspension System C. The approx. measurements are: 128 Linear feet of 132? Tall panels 165 Linear Feet of 108? Tall panels 9 ? Pairs of existing doors to be reused D. Date Required. This requirement must be completed by, October 28, 2005. 2.0 CUSTOMER SERVICE REQUIREMENTS Colors and finishes shall be approved by the Base Interior Designer, Lorna Kemper to match finishes and shall comply with USAFA Academy standards. 3.0. DELIVERY, SETUP, and CLEANUP 3.1 Delivery and installation shall be coordinated with the Officers? Club manager, John Noble. 3.2 Contractor shall ensure proper adjustment and operation of all partition, doors and associated materials and equipment in this requirement. Contractor to 3.2 The contractor shall be responsible for any cleanup associated with the delivery and installation involved with this requirement. 4.0. DELIVERY INFORMATION. The contractor shall ensure that the final delivery destination for all items is Building, 3120 Academy Drive, United States Air Force Academy, CO 80840. 5.0. SPECIAL REQUIREMENTS All contractor personnel shall have ID badges which must be worn at all times within building and are obtained from Pass & ID at the South Gate prior to the first work day. 6.0. ADDITIONAL CONSIDERATIONS The contractor shall be responsible for any damages to the building, its floors, its walls, etc. Any damages incurred by the contractor shall be repaired at the cost of the contractor. 7.0. WARRANTY AND OPERATION MANUALS Contractor to provide two copies of manufactures warranty and operation manuals. 3. The following Federal Acquisition Regulations (FAR) clauses apply to this combined synopsis/solicitation and offerors must comply with all instructions contained therein: FAR 52.212-1, Instructions to Offerors-Commercial Items, addenda applies: Contractor shall submit their quote on company letterhead, provide solicitation number, name, address and telephone number of the offeror, unit pricing and an over all total price, cage code, DUNS number, size of business, warranted information and a statement that the provision at FAR 52.212-3 has been completed electronically on line at http://orca.bpn.gov/publicsearch.aspx, and copy DFARS 252.225-7000 filled in, and any acknowledgement of solicitation amendments. 4. The provisions at FAR 52.212-2, Evaluation?Commercial Items apply to this acquisition . The Government will award a contract resulting from this solicitation to the responsive responsible offeror whose technically acceptable offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: Award will be made on the basis of determining the technically acceptable offer that meets required delivery with the lowest evaluated price which meets or exceeds the requirements. Once an offer has been determined to be technically acceptable then the Offeror with the lowest evaluated price that can meet delivery will be awarded the contract. 5. The provision at 52.212-3 shall be completed electronically on line at http://orca.bpn.gov/publicsearch.aspx, and DFARS 252.225-7000 with its quote. The following clauses apply to this acquisition. The clause 52.212-4, Contract Terms and Conditions ? Commercial Items with the following addenda applies to this solicitation FAR 52.242-15, Stop-Work Order, FAR 52.211-6 Brand Name or Equal (Aug 1999) DFARS 252.204-7004 Alt A (NOV 2003), Required Central Contractor Registration Alternate A (Nov 2003), DFARS 252.225-7013, Secondary Arab Boycott of Israel (APR 2003), and USAFA 5352.242-9500, Contractor Access to Air Force Installations (MAY 2003). 6. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition. Additional FAR clauses cited in the clause applicable to this acquisition are: (b) (2) 5, 14, 15, 16, 17, 18, 19, 20, 26, 27, and 31. DFARS 252.212-7001, Contract terms and Conditions required to implement status of Executive Orders applicable to Defense Acquisitions of Commercial Items (JUL 2002) applies to this acquisition. Additional DFARS clauses cited in the clause applicable to this acquisition are: 252.225-7001, Buy American Act and Balance of Payments Program (June 2005) and 252.232-7003, Electronic Submission of Payment Requets (Jan 2004). 7. Quotes must be received NLT 2:00 PM Mountain Daylight Savings Time, 13 September 2005 at 10th ABW/LGCA, Operational Contracting Office, 8110 Industrial Drive, Suite 200, USAF Academy, CO 80840-2315. Quotes received after this date and time will be considered late in accordance with 52.212-1(f) and will not be evaluated. A site visit will be held on 12 September 2005 at 11:00 a.m MDT. Participants of the site visit need to meet at the Pass and ID building at the south entrance of the Air Force Academy. Please notify Mr. Raymond Carter by 8:00 a.m. MDT on 12 September 2005 so transportation arrangements can be made. You are required to provide names and numbers of people attending the site visit. 9. IAW FAR 52.232-18 Availability of funds (Apr 1984) Funds are not presently available for this contract. The Government?s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.(End of Clause) Preparing a quotation is at your own risk as no funds are currently available.
