Description

A market Survey is being conducted to determine there are adequate SBA HUBZONE certified, SBA 8(a) certified, or Service Disabled Veteran owned small business contractors for this proposed contract which meet the specific criteria for a competitive s et-aside award. The proposed contract will be for the construction of a 150-member Army Reserve Center (ARC), an Organizational Maintenance Shop (OMS), and an Unheated Storage Building at Army Reserve Center, Bellefonte, Pennsylvania. Primary facilities in clude a Training Building (26,662 SF), an Organizational Maintenance Shop (6,611 SF), and a Unheated Storage Building (913 SF). All supporting utilities, landscaping, and pavements (5,010 SY) will be included. The project is planned for advertisement early October 2005 with approximate award schedule of December 2005. The contract duration is estimated at 500 days. NAICS is 236220. The estimated cost range is between $5,000,000 and $10,000,000. 20% of the work is to be self performed. All interested SBA HUB ZONE certified or SBA 8-A certified or Service Disabled Veteran owned small business contractors should notify this office by email or fax by the closing date of this announcement. Response should include: (1) Identification and verification of companys S mall Business status, (2) Past Experience - Describe completed projects that are similar in size, scope to the proposed project (Reserve Center), the percentage of self performed work and how it was accomplished, (3) capability of obtaining performance and payment bonds for a project in the dollar amount listed above, and (4) a statement verifying the contractor will perform 20% of the work and how it will be accomplished. NOTE: if qualified small business firms do not respond, this planned contract action will be converted to a full and open competition.
