- This is a combined synopsis/solicitation for fuels break management services in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested. Solicitation No. 201815Q035 is issued as a Request for Quotes (RFQ) and will be awarded as a Purchase Order using Commercial Item Procedures. This acquisition is 100% set-aside for small business. The NAICS Code #115310. The small business size is $15.0. The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05. This is a commercial services requirement and the solicitation will include evaluation criteria for determination of a best value award. The contract awarded will be a performance based contract. The solicitation and attachments are located at http://www.fedbizopps.gov or http://ideasec.nbc.gov. No hard copies of the solicitation will be provided. It is anticipated that award will be made by September 23, 2005. Contractors must be registered at the Central Contractor Registrations System (CCR) at http://www.ccr.gov to be considered eligible for award. Offered price will include all applicable federal, state, and local taxes. GENERAL DESCRIPTION OF SCOPE OF WORK: The work consists of the contractor furnishing and providing all personnel, labor, supervision, equipment, training, transportation, tools, materials, operating supplies, and any other services necessary to perform cutting services for woody and non-woody plants in the fuel break around the perimeter of the Caddo Lake National Wildlife Refuge/ Longhorn Army Ammunition Plant located adjacent to the town of Karnack, Texas. Area dimensions to be maintained under this contract is 10 miles in length with 20? in width. All vegetation will be removed to less than 4 inches above the ground. Any overhanging woody vegetation with the fire break profile up to 15? from the ground and out 2 feet from the fuel break will be cut on the Northern boundary along FM 2198 (Marked by letter ?A? on Map). Residual woody vegetation will placed (not in a pile) along the Northern slope adjacent to the existing fire break to aid in erosion control. Frequency of Treatment: 3 times per year Three total treatments will occur in accordance with the performance of this one contract. First treatment is to be determined and future growth rate of the vegetation to be treated will determine the second and third treatments. Ideally under the right conditions the treatments will be scheduled in November 2005 and again in April 2006 which will have the contract end no later than April 30, 2006. The contractor will be given a 5 day advance notice prior to the need for each treatement.
