Description
The Naval Air Warfare Center Aircraft Division Lakehurst intends to procure one (1) Engine Adapter Assembly (EAA) Test Program Set (TPS) for the the CT7-8E and CT7-8C-E1 gas turbine engines for the VH71A aircraft. The EAA TPS is a set of hardware and software to be used in conjunction with the Shaft Engine Test Instrumentation (SETI) Systems to perform dynamic testing of the above mentioned General Electric (GE) engines. The hardware consists of the Engine Adapter Assembly (EAA) used to interface the engine with the SETI. This procurement will be with Integrated Logistics Support data which includes training, publications, SERD development, supply support, LSA/LMI data, and software. These units are required by March 2006 for unit one, November 2006 for unit two. The TPS is required by 1 September 2006. The Government plans to solicit and negotiate the procurement with Racal Instruments, Inc. 4 Goodyear St., Irvine, CA 92618-2002. Under the authority of FAR 6.302-1, this firm is considered the only supplier of these units, as they are the sole source designer, manufacturer, and integrator of the SETI system and associated equipment at this time. The drawings and specifications for the SETI System are being developed by Racal under contract N68335-02-C-0005. The drawings are not currently available to compete this effort. However, it is the intention of the Navy that when the Drawing package is completed and verified it will be used to conduct a full and open competition for the production contract. Integrated Logistics Support data which include, but are not limited to, training, publications, SERD development, supply support, LSA/LMI data, and software. Interested firms may identify their interest and capability to respond to the requirement. NAWCADLKE intends to procure under the authority of 10 USC 2304 (c ) (1), as implemented by FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
