Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using simplified acquisition procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation shall be posted on both FEDBIZOPPS (http://www.fedbizopps.gov) and NECO (http://www.neco.navy.mil/). The RFQ number is N00244-05-T-1048. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-05 and DFARS Change Notice 20050901. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 811213 and the Small Business Standard is $6.0M. This is a sole source action with KCI Wireless Services, Inc,Hillsborough NC. The Fleet and Industrial Supply Center, San Diego, Detachment Seal Beach is requesting the following Task for Truman Annex Tower at Key West Site. Task 1.1 Remove and dispose of existing Hemisphere Dissipation Array System (DAS) lightning protection system from top of tower. Replace with a NFPA 780 compliant air-terminal based lightning protection system. Task 1.2 Remove and dispose of existing 1-1/4? LDF6-50 heliax coax cable and associated omni antenna, hangers, and grounding kits. This cable is currently unused and runs from the old equipment shelter to the 276? level on the tower. Task 1.3 Install 8-port, 4? waveguide entry in new equipment building in place of existing 4-port waveguide entry. Install sealing caps on all unused ports and appropriate boots on used ports. Task 1.4 Install 24? Waveguide bridge from tower to new building at waveguide entry. Waveguide bridge should be positioned to allow existing transmission line to be moved in the future from the old shelter to the new building, utilizing the bridge. Ground bridge to existing foundation ground using exothermic welded #2 bare copper tinned wire Task 1.5 Install tinned copper ground buss bar below waveguide entry on outside of building. Buss bar must be large enough to accommodate at least 12 grounding kit connections, and be exothermically welded to the tower foundation ground system. Task 1.6 Install 12? wide cable runway inside building above waveguide entry ports, to be used for supporting cable stingers. Route runway to extend 3? out from entry port wall, then intersect with perpendicular runway running parallel the length of the building. Task 1.7 Install halo ground system within building. Exothermically weld building system to exiting site ground system. Task 1.8 Install pre-drilled copper bulkhead inside building at waveguide entry for mounting of lightning arresters. Ground bulkhead to building ground system Task 1.9 Move existing 7/8? transmission lines from the old shelter to the new building. Route both cables through a single 4? entry hole using appropriate boot. Install cable ground kits at building entry, and terminate cable at copper bulkhead mounted lightning arrester using appropriate connectors. Stinger cables from lightning arresters to equipment racks will be installed by site personnel sometime in the future. Cooperation with Authorities and Remedies; 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Special Disabled ! Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.222-39, Notification of Employee Rights Concerning Payment of Union Dues or Fees; 52.232-33, Payment by Electronic Funds Transfer ? Central Contractor Registration. Quoters are reminded to include a completed copy of 52.212-3 ALT I with quotes. All clauses shall be incorporated by reference in the order. The proposed contract action is for commercial supplies orservices for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 5 days after date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a quote, which shall be considered by the agency. Award Criteria: Award will be made upon price reasonableness determination, contractor determination of responsibility with the meaning of FAR Part 9, and acceptance to the provisi! ons set forth herein.
