Description
NASA/MSFC has a requirement for one job consisting of the following: The contractor shall provide to the Government, a software interface between the Video Auditorium packetized stream and the Command, Control, Communications and Information (C3I) message bus. The contractor shall provide all necessary programming, test and checkout of the interface to ensure full Video Auditorium functionality and integration with the C3I message bus. The contractor shall provide Video Auditorium service for twenty five (25) concurrent users. In compliance with Section 508 of the Rehabilitation Act of 1973, Accessibility Standard 1194.21 applies to this procurement. Accessibility Standards can be found at www.access-board.gov/news/508-final.htm. NASA/MSFC intends to purchase the items from VSee Lab LLC only only for programming support to modify VSee, a proprietary software video teleconferencing product for laptops, to interface with the Command, Control, Communications and Information (C3I) Message Bus architecture. This recommendation is made pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. Competition is impractical for the following reasons: 1. Market research failed to locate any other mention of the VSee product outside of the company that produces and sells it. Since modification of this proprietary product can only be done by the owners of the product, there is no other vendor available to provide the service. 2. To interface software products to the C3I message bus, application level software libraries will have to be developed or modified for interoperable communications. The C3I message bus libraries, developed by the Government, are available. Software libraries for VSee are proprietary and are intellectual property of VSee Lab. This vendor is the only qualified source for this service as they are the developer of the product used. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 12, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
