Description

Note 22 Applies. The Defense Media Center Contracting Office intends to negotiate a sole source purchase order with CC Software of Farmington UT to upgrade the Media Inventory Management System (MIMS). This was created by CC Software to modify/upgrade existing software in support of the Automated Search and Retrieval System (ASRS) at the Defense Visual Information Center located at Riverside CA 92518, in accordance with FAR 6.302-1. Three integrated software systems containing over 1.2 million lines of code written in C and JAVA need 84 system changes, to incorporate recent upgrades and additional functionality required in the enterprise system. Period of performance for accomplishing these changes is less than 6 months due to scheduled testing of a new, separate software system that will interface. The three systems simultaneously provide inventory, location and retrieval of DoD historical visual information records in an automated retrieval system, as well as, management of the records center, library system (including metadata) and production stock house. No programming documentation exists for these three systems. The Request for Proposal documents incorporated provisions and clauses that are in effect through Federal Acquisition Circular 2001-27 dated 22 DEC 2004. This acquisition is 100% small business set-aside. The NAICS for this acquisition is 541512; the small business threshold is $21 MIL. To be eligible for an award resulting from this solicitation, the Contractor must be registered with the Central Contractor Registration (CCR) database.
