- Design/Build to remove and replace 3 secondary transformers and switchgear on the second floor of the Mail Processing Building at the Detroit P&DC This is an active U.S. Postal Service facility; as such the contractor cannot interfere with the flow or processing of the U.S. mail. During the Christmas season from November 15, 2005 until January 4, 2006 the contractor will not be allowed to work in the building. The project will not start on site before January 9, 2005. This project will require a more extensive schedule than a bar chart. Award of this contract is contingent upon final USPS project and funding approval. Minority-owned and Women-owned Business participation is encouraged. Construction cost range: $1,500,000 to $2,000,000. Performance time will be 210 calendar days from the date after receipt of Notice to Proceed. Evaluation criteria in addition to price will be considered and are as follows: To be performed using information submitted in the Qualification Statement. 1. Past Performance (50 pts.): a. Adequate demonstration of successful completion of projects of a similar scope and magnitude as that of the proposal work; b. Must have been in business at least five (5) years doing work of a similar scope and magnitude. 2. Supplier Capability: Project Management Plan/Approach (40 pts., 10 points each); a. Project Schedule, b. Proposed Project Team, Resumes and Company Organization Chart, c. Quality Control Plan/Team, d. Experience Modification Ratio; Financial (financial statements, bonding, banking) and Backlog (Pass/Fail) 3. Attendance at the Pre-proposal conference (10 points) Specifications will be available on or about August 29, 2005. The proposal due date is September 20, 2005. Specifications will be provided for a non-refundable cost of $175.00.
