Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using simplified acquisitionprocedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation shall be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The RFQ number is N00244-05-T-1049. This solicitation documents and incorporates provisions and clauses in effect through FAC 2001-27 and DFARS Change Notice 20050222. It is the contractor’s responsibility to be familiar with the applicable clauses and provisions. The NAICS code is ! 334310 and the Small Business Standard is 750 employees. SCOPE: The requirement is to procure a Multipoint Control Unit (aka: "Video Bridge" or "MCU" and related ancillary equipment and software in accordance with the following Vendors must maintain full-time trained service staff geographically located so that they are capable of responding to service calls on the next business day following receipt of a trouble call for any problem requiring on-site service. Vendors will be required to show documented status an authorized reseller in good standing with the OEM of the MCU product being proposed. All proposals shall be submitted in a single document in electronic format using either Microsoft Word, Microsoft Excel, or Adobe PDF. Proposals must include an itemized breakdown of costs for all equipment, software and services. Equipment and software must be identified by OEM name, part numbers, model numbers, and descriptive text. The MCU shall be delivered and installed during the NPS academic break running from December 19, 2005 through December 30, 2005. Installation shall be complete and the MCU shall be fully functional not later than close of business on December 30, 2005. GENERAL REQUIREMENT: a)Proposals shall offer MCU solutions based on either of the two following platforms: 1) Tandberg 2) Polycom b) Vendors may submit separate proposals based on both the Tandberg and Polycom platforms. c) Proposals shall cover the delivery, installation, and configuration of all equipment, software, and ancillary end items as required to ensure the MCU is fully functional and ready to operate upon acceptance by the Government. d) All equipment and software shall be commercial-off-the-shelf (COTS) intended by the original equipment manufacturer for sale in the United States. e) All equipment shall be new and of the most suitable grade for the application. The MCU shall have the following features and capabilities: a) Support for H.320, H.323, and audio conferencing. b) 32 ports, capable of supporting 32 simultaneous video end-point connections and at least 16 audio endpoints independent of other MCU resources. The total number of ports available for video connections shall never be less than 32. c) Capable of supporting at least 24 simultaneous conferences. d) ISDN Interface for 8 PRI circuits. e) Ethernet interface for IP (H.323) videoconferencing. f) Support for connections of up to 2MBPS per end point. g) Embedded web server providing operational, management, and diagnostics control via standard web-browser. h) Web-based scheduling software for end-user. i) Web-based management and scheduling software suite. j) The following features and capabilities must be available on all ports independent of other MCU resources in use at any time: 1) Installed and enabled support for ITU standard H.239 in continuous presence and voice-switched mode. 2) Installed and enabled support for ITU standard H.263. 3) Installed and enabled support for H.264 video @ 30 frames per second. 4) Installed and enabled Continuous Presence. 5) Installed and enabled support for audio and video algorithm trans-coding. The ability to include multiple algorithms in a single conference. 6) Installed and enabled rate-matching. The MCU shall allow mixed data rates within a single conference.. 7) Down-speeding. The MCU shall be capable of dynamically reducing bandwidth of a connection to prevent connection failure in the event of network errors or bandwidth constraints. INSTALLATION REQUIREMENTS: a) The vendor shall deliver and install all equipment, software and ancillary items as required to furnish a fully functional and operational MCU. b) The MCU shall be installed in an EIA standard equipment rack furnished by the vendor. c) The vendor shall connect the MCU to the Government’s ISDN and IP networks and configure for proper operation. d) The vendor shall furnish all cables, connectors, and miscellaneous end items as needed to meet the requirements. e) The vendor shall install and configure any and all software applications required for operation, management, and diagnostics of the MCU. TECH SUPPORT AND MAINTENANCE: Proposals shall include provisions for technical, troubleshooting, and maintenance support as follows: a) Remote technical support covering all areas described herein shall be available by phone 24 hours per day, 7 days per week. b) Remote technical support staff must be expert and trained for support of the specific brand/model MCU proposed and any and all control, management, and scheduling software. c) Repairs and replacement parts delivered/installed/executed on the next business day following a trouble call where on-site repair is required. d) Periodic routine maintenance performed on OEM specified schedule (ie. Filter cleaning). e) Network Resolution Support. The Contactor shall work with the network providers to resolve telecom or IP networking problems even when not related to MCU malfunctions. Network Resolution Support shall continue through to resolution of the problem and when necessary shall include the Contractor’s support staff pro-actively contacting network service providers to resolve issues that are beyond the expertise of Government staff. TRAINING: Proposals shall include, as a separately priced line item, comprehensive OEM end-user operator training for five Government employees. a) Proposals must itemize the price of training on a per-pupil basis and identify what if any costs are not included in the quoted price (ie. Travel, meals, lodging). b) To allow NPS to maintain adequate staffing, training must be delivered on a rotational basis to not more than two Government employees at a time. At least one Government employee shall be trained to operate the MCU prior to the finish of installation. c) Training shall be delivered by a professional technical trainer with expert level knowledge of the software and equipment. Training shall include lecture and extensive hands-on learning and shall be based on a pre-planned curriculum designed to bring novice students up to the level of qualified operators upon completion of training. Training shall include, but not necessarily be limited to, coverage of the following topics: d) How to perform MCU operations, troubleshooting, and diagnostics using embedded MCU software. e) How to perform MCU operations, troubleshooting, and diagnostics using the external integrated management suite. f) How to perform MCU scheduling using external scheduling software. g) How to utilize and optimize performance features including but not necessarily limited to: 1) Continuous Presence 2) H.239 3) H.263 4) trans-coding 5) rate-matching. h) How to utilize any in-band end-user controls via the end-point. i) Considerations for using H.239 and H.263 in Continuous Presence mode (ie. What remote viewers will see on screen based on different monitor configurations and VTC platforms at end points). j) How to perform typical end-user diagnostics routines when trouble occurs. k) How to perform routine software backups of software configurations and phonebook and scheduling databases.
