- Description
- The Naval Air Warfare Center Weapons Division, Point Mugu, CA 93042 plans to procure on other than full and open competition from McDonnell Douglas Corporation, a wholly owned subsidiary of the Boeing Company, P.O. Box 516, St. Louis, MO 63166-0516 Contractor Engineering Technical Services (CETS) and Contractor Maintenance Services (CMS) to support the significant upgrades and modifications which improve mission capability in support of the F/A-18 and AV-8B aircraft and associated equipment. The object of the CETS and CMS is to evaluate the technical skills and abilities of military personnel responsible or operation and maintenance of the identified equipment, the level of self-sufficiency. The requirement is for CETS and CMS to provide various fleet and shore activities with an estimated 2,988 man months of effort for the purpose of informing, instructing and training Department of Defense personnel in the installation, operation and maintenance of the F/A-18 and AV-8B Aircraft. The services provide direct support to squadrons, with the contractor capable of solving complex and intricate equipment problems without hesitation. Inability to do so would cause severe reduction in operational readiness. The contractor must be capable of diagnosing and correcting problems, which keep equipment in a down status. In order to perform these services, access to the technical database for the identified equipment in its current configuration is essential. McDonnell Douglas is the only source with access to the database in its current configuration, and possesses the technical support capability and familiarity with the systems, to perform in accordance with the Statement of Work and to develop technical solutions to problems not readily resolved in the field. McDonnell Douglas designed, developed and manufactured the identified equipment and is the only source available with requisite technical data and specific technical knowledge. The period of performance will be 1 October 2003 through 30 September 2004, with two twelve-month option periods. Any resultant contract will contain the clause at FAR 42.217-8, Option to Extend Services. The offer must have complete and detailed information that includes the total number of employees and professional qualifications of personnel specially qualified in the CETS and CMS areas as outlined; an outline of previous CETS and CMS efforts including specific services previously performed or being performed in the listed CETS and CMS areas; specific resumes of representatives detailing their qualifications and any other available descriptive literature.
