Description
This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice and following the simplified acquisition procedures in FAR part 13.5. This announcement constitutes the only solicitation: proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-003. Solicitation number 6TSA-05-TSL-003 is being issued as a Request for Proposal (RFP). Firms submitting a proposal must be registered in GSA IT Solutions prior to the closing date for receipt of proposals. Registration information is available at http://it-solutions.gsa.gov Spangdahlem AB Germany requires the installation and programming of approximately 52 consolette type base stations, 28 mobile LMR’s configured as consollete type base stations and 272 mobile LMR equipment in vehicles to include antenna cabling, antennas and other associated equipment (e.g., remotes, cabling and line amplifiers). Additionally, Spangdahlem requires the removal of legacy radio equipment consisting of 40 Base Stations, 272 Mobiles, associated Remote Heads, and any and all cabling (i.e. antenna/power). These radios support implementation of a (APCO) Project 25, Trunking LMR system at Spangdahlem AB Germany. Spangdahlem requires the new equipment installation to be implemented in Phases to minimize downtime and disruption in service to customers SPECIAL INSTRUCTIONS: This requirement is a Performance Based Service Contract for the U.S. Air Force Europe (USAFE), Spangdalhem Air Base, Germany. Award will be made to the offeror whose proposal is the most advantageous to the government, Price and Technical factors considered. 3. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition; in accordance with paragraph b of the aforementioned clause, the following are incorporated by reference: 52.222-3, Convict Labor; 52.222-21(June 2003)(E.O. 11755); Prohibition of Segregated Facilities (Feb 1999); 52.222-26, Equal Opportunity (Apr 2002)(E.O. 11246); 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (Dec 2001)(38 U.S.C. 4212); 52-222.36, Affirmative Action for Workers with Disabilities (Jun 1998)(29 U.S.C 793); 52.222-37, Employment Reports on Special Disable Veterans, Veterans of the Vietnam Era and Other Eligible Veterans (Dec 2001) (38 U.S.C. 4212); 52.222-39, Notification of employee Rights Concerning Payment of Union Dues or fees (Dec 2004) (E.O. 13201); 52.232-33, Payment by Electronic Funds Transfer- Central Contractor Registration(Oct 2003) (31 U.S.C. 3332). 6.
