- AMENDMENT 01** *****REVISED RESPONSE DUE DATE: 14 SEPT 05, 3:00 P.M.*** The small business set aside for this acquisition is hereby CANCELLED due to lack of responses from small businesses. This requirement is now UNRESTRICTED. All offers received up to this date (8 Sept 05) and by 14 Sept 05 will be considered.******** This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Reference number F3PT5K5224A200 is issued as a request for quote (RFQ). The applicable NAICS code for this requirement is 611610. The applicable size standard is $6M. This procurement is a competitive small business set-aside. A firm fixed price award will be made to the responsible offeror submitting the quote that provides the best value to the Government based on low price, technical capability and past performance. Past performance needs to be of similar size, acquisition and scope and be within the last 5 years. The offeror shall provide the following information: Program/Project Title; Contracting Agency/Company (including address); Contract Number; Description of Contract/Project Effort; Period of Performance; Contract Dollar Value; and Name, Title, Current Address, and Telephone Number of Contracting Officer, Project Manager or Administrative Contracting Officer or key points of contact with knowledge of the specific contract/project. This requirement is to provide 2 youth residential performing arts camp, 1 residential adult staff training camp, and a traveling performing arts camp to 59 AF youth programs. PERFORMANCE WORK STATEMENT (PWS)“Performing Arts – Youth Specialty Camp” DESCRIPTION OF SERVICES. SCOPE: The Air Force Services Family Member Programs (FMP) has sponsored Youth Specialty Camps since 1999. Funds have been allocated in support of youth to increase their recreational or educational opportunities through subject matter experts in the field. TRAINING: The objective of the camp is to expand performing arts experiences and programs throughout the FMP Flight by offering a three-pronged approach: hands-on camp experience at each base, one weeklong training for 25 staff, and two weeklong camp experiences for 88 youth. These programs should provide youth and staff an opportunity to enhance their performing arts skills through instruction in dance, drama, music, and other related subjects. The staff and youth selected to participate in the performing arts camps will travel to the site of the specialty camp for training. CONTRACTORS RESPONSIBILITIES FOR YOUTH RESIDENTIAL CAMP: Contractor shall provide 2 – (two) performing arts specialty camps each for 44 (forty-four) youth between the ages of 14 and 18. FMP will provide 7 (seven) adult counselors for each camp. Camp must include instructional development in music, dance, drama, stage prop development and other related skills at a level commensurate with youth who have been involved in the performing arts for at least 2 years. Contractor shall provide air transportation for each of the 44 participants and 7 counselors from the airport closest to his or her residence to the camp location and return to the same airport. All participants must be scheduled to leave training site/airport on the earliest connecting flight of the day for their return location. Contractor will pay all costs associated with airport counselor’s requirements as dictated by the airline. Contractor will provide flight itineraries, transportation plans – to and from the airport, and lodging assignments to HQ AFSVA/SVPY POC three weeks prior to the camp. Contractor shall provide appropriate transportation and supervision for each of the 44 participants and 7 counselors from the airport to camp location and return to the airport at the conclusion of the camp. Transportation must be provided following AF and road safety guidelines. Contractor will provide space for all participating youth and counselors as well as their baggage. The transportation schedule must be submitted and approved through HQ AFSVA/SVPY at least three weeks prior to the camp. Contractor shall provide appropriate and entertaining activities during non-production practice times – I.E. during transportation, waits at the airport, between afternoon and evening activities as needed. Contractor shall provide one camp T-shirt for each participant and all materials, resources, and props required to support the training needed at no cost to the participant. Contractor shall provide lodging and meals for 44 youth, 7 adult counselors and 2 HQ staff members throughout the duration of the camp to include arrival and departure dates. Meals and lodging must be provided at the camp location once at the camp. Meals must be provided for all youth and adults as needed based upon arrival and departure times from the airport. For example, if youth arrive at 8 am breakfast, lunch and dinner must be provided; for youth leaving at 1500 (3 PM) to return home, breakfast and lunch must be provided. Menus must be submitted 3 weeks prior to camp for approval to HQ AFSVA/SVPY POC. Contractor shall provide hand soap, insect repellent, sunscreen, paper towels, emergency supplies for first aid, and two days of emergency supplies for those who have lost or forgotten their toiletries, to include: Bar soap, one container of shampoo, and one box of sanitary napkins, etc. to support the participants. NOTE: Participants are required to provide their own toiletries other than those noted above. Contractor will provide on site 24-hour resident registered nurse. Contractor must provide an area for swimming and outdoor activities. Contractor must provide an on site lifeguard, with current certification, at all times when swimming or other water activities are available. Contractor will conduct the camps on 16–22 Jul 2006 and 23–29 Jul 2006 to include the travel days for participants. If these dates are not available, contractor must provide alternate dates approved by HQ AFSVA/SVPY. Contractor will supply a schedule of events and activities, and list of personal supplies and materials needed for each participant for the week to HQ AFSVA/SVPY POC at least three weeks prior to the camp. Contractor to provide a training session to AF staff the day prior to the arrival of the youth on the basics of conducting the camp. Training should include but not limited to information on the daily schedule, transportation of youth, camp rules, acceptable standards of conduct for youth and staff, ethics, safety and health policies and procedures, and camp rules. CONTRACTORS RESPONSIBILITIES FOR RESIDENTIAL STAFF TRAINING: Contractor shall provide one 40-hour theatre production workshop (5 days x 8 hours per day) for a minimum of 25 US Air Force community/youth center adult staff. The class should be offered 2 - 8 April 06. Contractor shall provide hands-on technical training as well as lectures designed to prepare participants to implement theater programs, talent shows, and other community participation events. Contractor shall provide hands-on training in the development of a full-scale theatre production to include training on how to conduct auditions and rehearsals, as well as actual experience in auditions and rehearsals, which culminate in a finished theatre production ready for a public performance. Contractor shall provide theatre workshops and hands-on training to include professionally designed scenery, costumes, props, make up, and the use of sound, and lighting equipment. Contractor will provide participants with all workshop materials, resources, and workshop materials to take back to their facilities at no cost to the participant. Contractor will provide lodging for 25 adults (one person per room) with breakfast provided in the lodging location for each workshop. Lodging must be within 5-10 minutes walk of the workshop location. Contractor must have a facility in which the workshop is conducted that houses a fully equipped sound and production stage and has a yearly scheduled calendar of professional productions for youth and community. Contractor will provide air transportation for each of the 25 participants from the airport closest to their work location to the training site and return. Contractor will provide transportation from lodging location to the airport at the conclusion of the training. Contractor will provide two twelve-passenger vans for each workshop for participants to use for the duration of the workshop. SPECIFICATIONS OF SERVICE FOR TRAVELING PERFORMING ARTS PRODUCTIONS: Develop Performing Arts Curriculum for youth ages 6 to 18 and conduct 59 Performing Arts Camps at various United States Air Force bases in the continental United States for up to 60 youth per week long residency camp at locations listed below. Locations for the one-week sessions will be in AF bases in the continental US and the exact location will be determined after contract award. Contractor will work directly with HQ AFSVA and base POC beginning in Sept 05 to establish a schedule for the 59 Performing Arts Camps for the year. Camps may begin with winter breaks and must be concluded by 30 Aug 06. Performing arts program focuses on developing youth and community interest in the performing arts through weeklong rehearsals and workshops culminating in performances on the final day for the community. Curriculum concentrates on the development of life skills in children through participation in the performing arts through creativity, social skills, goal achievement, communication skills and self esteem. Each camp is to be conducted on a weekly (5-day, 4-hours each day) lesson plan. Performing Arts Camp will run from 1000-1430 each day. Two performances are given to the community at the end of the week and a minimum of three enrichment workshops to take place outside of the rehearsal schedule. The government will provide two rehearsal spaces, a performance space, lodging, and a piano and accompanist at each site. Contractor will also provide all supplies and equipment. The government will be responsible for taking registration information of participants. Coordinate logistical requirements with the host site project officers once contract has been awarded. Coordination’s should include but not limited to: time of camp and training each day, location of camp, shipping address and direction to the base. Arrival time should be coordinated so base access can be permitted. HQ AFSVA/SVPY will provide the contractor with the names, addresses, and phone numbers of the installation points of contact. At least three weeks in advance of each visit, the contractor shall contact the installation Family Member Programs Flight Chief to arrange final logistics for the performing arts camps, and provide the time and date of his or her arrival at the Air Force installation. PROFESSIONAL REQUIREMENTS OF CONTRACTOR: Provide proof of liability insurance coverage of at least $1 million dollars. The contractor must have a minimum of 2 years of experience providing children’s theatre on military installations and 10 years of developing and implementing children’s theatre in civilian communities. Have the ability to provide two youth camps back to back if necessary. Have the ability to communicate effectively with parents and youth. Abide by AF Instructions, Operating Instructions, Policies, Manuals, and requirements for developmentally appropriate interactions, positive discipline, and child abuse prevention measures. Perform and have on file an individual security check on each instructor conducted by a nationally recognized organization. Documentation required to HQ AFSVA/SVPY prior to start of camps. Contractor must demonstrate ability to work with children/youth in the performing arts setting and to work effectively with youth with basic to advanced skills. Contractor must have an ongoing and proven training and education program that prepares adults and youth with no previous theater arts or performing arts training to develop and carry out a basic youth/adult theater program, stage youth/adult talent shows, and other community participation events. Contractor must have a professional performing arts staff with at least 10 years experience developing and implementing children’s theater in the civilian/military community. Contractor must show recognition from at least one national organization such as the Boys and Girls Clubs of America, 4-H, Boy Scouts, or Girl Scouts. Personnel must be able to speak, read, write and understand English.
