Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY SOLICITATION; quotations are being requested and a written solicitation will not be issued. The solicitation number is PDF53110 and is issued as a Request for Quotation (RFQ), and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-05. USDA, ARS, Facilities Services, Building Maintenance Branch requires the purchase of a Water Jet, Root Cutter and Mini Jet. The NAICS Code is 333319 with a small business standard of 500 employees. The minimum specifications needed for the Water Jet are as follows: Max Water Delivery: 18.0 GPM, Max Pressure Delivery: 4,000PSI, Max Temperature: 140F, RPM: 1250, Gross Trailer Weight: 5,900 Lbs, Trailer Weight (empty): 3,400 Lbs, Tongue Weight (empty or full water tank): 500 Lbs, Water Tank Capacity: 300 Gal, Diesel Engine, Horsepower: 83@2600 RPM, Cylinders: 4, Fuel Tank Capacity: 12,Oil Capacity 3.5 Gal, Alternator: 65 Amp, Electric: 12 Volt/Negative Ground, Manual Engagement Clutch: Power take off, Hydraulic/Capacity: Hydraulic Pump and Motor with 8 Gal Reservoir, and Root Cutter. The minimum specifications needed for the Mini Jet are as follows: 1 ? HP enclosed electric motor with thermal overload protection, 25? power cord with ground fault interrupter, triplex ceramic plunger pump with adjustable pressure regulator for up to 2.2. GPM@1500 PSI, split hose reel, removable power pack, Maximum electric draw: 14 Amps@1250 PSI, 19 Amps@1500 PSI, 10? pneumatic tires. All Vendors bidding on this requirement shall be bidding on a firm-fixed price. This solicitation incorporates the following FAR clauses, provisions, and addendums: 52-204-6 Data Universal Numbering System (DUNS); 52.204-7 Central Contractor Registration; 52.212-1 Instructions to Offerors-Commercial Items; 52.212-2 Evaluation-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, 52.216-24 Limitation of Government Liability; 52.216-25 Contract Definitization; In Paragraph (B) of 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items, the following apply: 52.203-6 ? ALT 1, 52.225-3, 52.225-13, and 52.232-33. All offerors must include copies of 52.212-3 (Representations and Certifications). Please Note: Upon award, the contractor must be registered in the Central Contractor Registration Database (www.ccr.gov). The contractor?s DUN?s number will be used to verify registration in the database. Faxed Quotations are acceptable and shall be faxed to Pamela D. Farley @ (301) 504-5468 on or before September 26, 2005. All responses shall be evaluated in order to determine the ability to meet the above stated specifications. The Government will award a firm-fixed price contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The anticipated award date is September 27, 2005. All responsible sources may submit a quotation, which shall be considered by the Agency.
