Description
This is a combined synopsis/solicitation for a commercial service is prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, and supplemental information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-04. The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) can be accessed on the Internet at http://farsite.hill.af.mil/. This requirement consists of Preventive Maintenance Services for Heating, Ventilating, and Air Conditioning Related Equipment at USDA Forest Service, North Central Research Station, 5985 Highway K, Rhinelander, Wisconsin. 110 Scope of Contract: The contract calls for preventive maintenance services to be performed at quarterly intervals at the Forestry Sciences Laboratory on heating, ventilating, and air conditioning related equipment. Problems discovered should be relayed to the maintenance mechanic with recommendations on what should be done to correct the problem. Schematics will be available to the successful offeror for reference. The Forestry Sciences Laboratory is two stories with laboratories and office located at 5985 Highway K, Rhinelander, Wisconsin, with approximately 40,000 sq. ft. Offerors are cautioned to inspect the building prior to submitting their offer. Failure to inspect the buildings prior to submitting the offer will not be considered as a basis for claiming a mistake in their offer, withdrawal of the offer or increased contract price. Arrangements to see the building can be made by contacting: Bill Danfield, Forestry Sciences Laboratory, in Rhinelander, WI (715) 362-1133. All duties are to be performed in a professional manner and shall not interfere with Forest Service employees. The Contractor shall furnish an inspection record by use of charts or log sheets to record the dates of inspection and name of the person performing the inspection. The inspection record is to be kept at the Forestry Sciences Laboratory. 220 Performance Requirements: Heating, Ventilating and Air Conditioning ? Quarterly (1) Inspect air compressor for the pneumatic controls; change oil, lubricate, drain condensation from pressure tank; replace belts as needed. (2) Run stand-by compressor; change oil, lubricate as needed. (3) Calibrate, repair, replace defective controls, thermostats, etc. Pneumatic Control Air Supply - Quarterly (1) Inspection compressor for the pneumatic controls; change oil, lubricate, drain condensation from pressure tank; replace belts as needed. Contractors should submit proposals for a Base Year: 10/01/2005 thru 09/30/2006 and four Options Years: 10/01/2006 thru 09/30/2007, 10/01/2007 thru 09/30/2008, 10/01/2008 thru 09/30/2009 and 10/01/2009 thru 9/30/2010. The provision at 52.212-1 Instructions to Offerors - Commercial applies to this solicitation. The provision at 52.212-2 Evaluation - Commercial Items applies to this solicitation. Award shall be made to the offeror whose quote offers the best value to the Government, price and other factors considered. The Government will evaluate information based on the following evaluation criteria: Past Performance and Price. Past Performance, is equal in importance to price. Past Performance shall be evaluated to determine the overall quality of the product and service provided by the Contractor. Evaluation of Past Performance shall be based on the references provided in accordance with FAR 52.212-1(b)(10). The provision 52.212-3 Offeror Representations and Certifications - Commercial Items applies to this solicitation. Contractor shall return a completed copy of the Offeror Representations and Certifications with their quotation. The provision may be attained from http://www.arnet.gov/far.
