Description
The U.S. Department of Commerce USDOC (National Oceanic Atmospheric and Administration (NOAA) and the National Ocean Service (NOS) intends to acquire maintenance services for NOAA Kasitsna Bay Laboratory, on the Kenai Peninsula near Seldovia, Alaska which is presently undergoing completion of new construction. The vendor will provide the following utilities, services and supplies to the entire Kasitsna Bay facility: Electricity, fuel for heating and operating vehicles and boats, communications (two way radio, local telephones, cellular phones and internet services). Vendor will provide supplies necessary to operate the facility and perform boat maintenance, truck maintenance, building and facilities maintenance. The vendor will provide all equipment and materials necessary to accomplish the above. The Kasitsna Bay is in a remote location, accessible only by boat or air plane. The University of Alaska Fairbanks has an existing maintenance employee located at the facility and has the required services available. This contractor has operated the facility for many years and still retains the knowledge and expertise needed to operate and repair the facility. Due to the fact the Laboratory is remotely located, it would be difficult for other companies to gear up to perform this work. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 10 days after date of publication of this synopsis will be considered by the Government. Proposals should be faxed to Sharon Webster-Tyson at (816) 426-5067. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications; and any additional supporting literature. The NOAA Central Region Acquisitions Division requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR).
