- In accordance with Simplified Acquisition procedures, The National Cancer Institute (NCI), Tobacco Control Research Branch (TCRB), plans to procure on a sole source basis, services for Special Journal Issue on the Effects of Tobacco Control Policies on Low Socioeconomic Status (SES) Women and Girls, with BMJ Publishing Group Ltd - BMA HouseTavistock Square, London,WC1H 9JR. The North American Industry Classification System code is 511120 and the business size standard is 500 employees. This acquisition will be processed under FAR Part 12, Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. The purpose of this request is to produce a publication for the scientific community on a topic of key interest to the Behavioral Research Program/Division of Cancer Control and Population Sciences/National Cancer Institute and the National Institutes of Health. The National Cancer Institute and the American Legacy Foundation have established as one of its goals to examine the impact of tobacco policies on low socioeconomic status women. To achieve this goal, the Tobacco and Health Disparities Research Network shall host a meeting, ?Tobacco Control Policies: Do They Make a Difference for Low SES Women and Girls??, to be held September 22?23, 2005, in Bethesda, Maryland, and sponsor a special journal issue devoted to an interdisciplinary exploration of this area of policy research. Specifically, this special issue will help us widely disseminate the results of the data analyses that originate from the meeting and inform public policy worldwide. BMJ Publishing Group Ltd is the exclusive publisher of Journal of Epidemiology and Community Health. The Journal of Epidemiology and Community Health is uniquely qualified to publish this special issue since it specifically addresses all aspects of epidemiology and public health and has a noteworthy record of addressing all areas of tobacco prevention and control. BMJ Publishing Group Ltd is the only source known to the NCI that can provide the services required to produce this supplemental journal. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service, and has the support of the above listed partners, it may submit a statement of capabilities. The statement of capabilities and any other information must be in writing and must contain sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 1:00 PM EDT on September 16, 2005. It is the vendors? responsibility to call 301-402-4509 to insure all questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA). NCI-50192-NE must be referenced on capability statements received in the contracting office.
