Description
The National Cancer Institute (NCI), plans to procure on a sole source basis, a publications series entitled, Forever Free, to meet the information needs of public inquiry about relapse prevention of quitting smoking with H. L. Moffitt Cancer Research Center, 12902 Magnolia Drive, Tampa Florida 33612. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. The North American Industry Classification System code is 511120 and the business size standard is 500 employees. The NCI is seeking copies of the smoking cessation education publication entitled Forever Free through the Moffitt Cancer Center. The eight publication set will serve as the only education piece on relapse prevention for ex-smokers available through the NCI Cancer Information Service. The NCI will stock the publications in-house and distribute, at no cost, to people who call the Smoking Quit Line of the NCI. The Moffitt center shall provide the NCI with individually wrapped sets of the publications series in one single shipment of 10,000 copies. The H. L. Moffitt Cancer Center is the only source known to the NCI who possesses the copyright, print layout and design proofs for the Forever Free publication series. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 1:00 PM EDT, on September 19, 2005. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. No faxed or emailed capability statements will be accepted. In order to receive an award, contractors must be registered in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
