Description
This Modification is to delete the size standard of $6 million. The NAICS code remains 541720 NOTE: This requirement is unrestricted The U.S. Department of Housing and Urban Development (HUD) intends to issue an Indefinite Quantities Contract (IQC) to conduct a multi-year evaluation of HUD?s Housing Counseling Program in support of the Office of Policy Development and Research (PD&R), Program Evaluation Division. The Department anticipates awarding one contract as a result of this solicitation. Included in the solicitation is the first task order to conduct a process evaluation of HUD?s Housing Counseling Program for a duration of 88 weeks. Other activities that may be included in future task orders include: tracking the location, surveying, and reporting the outcomes of a panel of counselees; designing and implementing a controlled experiment to measure the impact of pre-purchase homeownership counseling; tracking the location of experimental and control group members; and conducting administrative data matching, conducting surveys, analyzing data, and writing reports to show the outcome of the pre-purchase homeownership counseling experiment. The anticipated period of performance for the basic IQC is 5 years for minimum value of $250,000 and maximum value of $3.5 million. This procurement is unrestricted. The North American Industry Classification System (NAICS) Code is 541720 (Research and Development in the Social Sciences and Humanities) A cost-reimbursement type contract is expected to be awarded as a result of this solicitation, however the Government reserves the right to award the most appropriate type of contract. The anticipated posting date for the solicitation is scheduled for September 16, 2005.
