- 1. This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This notice is issued under Request for Quotation (RFQ) 0036476, using Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) is 423410. The provision and clauses incorporated are those in effect through Federal Acquisition Circular (FAC) 05-05. This notice should result in a Firm-Fixed Price, one-time buy, based on a Best Value determination for the following: (1) Flex-Arm Bench Top Stand: Wide base stand with top measuring 21?x24?, Flange Mount and 6 outlet power strip, Qty 3 each; (2) Flex Arm Macro Camera Arm System: 40? articulated heavy duty steel arm with lockable angle and post, 45? stainless steel post with safety ring, Single handle lockable ball joint camera mount, tension adjustable design for smooth positioning and cable guides, Qty 3 each; (3) Macro digital camera: Compact digital still camera with built in flash, 4.1x digital zoom, minimum 7 mega pixel (2,592 x 1,944), JPEG and RAW formats, lens 7.2-28.8mm (equal to 35-140mm in 35mm format), battery charger, USB extension cable and separate power supply, Qty 3 each; (4) Auxillary lenses for macro digital camera: Lens adapter, 250D 58mm close up lens and wide angle lens, Qty 3 each; (5) EZDoc Documentation and Measurement Software: Integrated camera controls, Non-destructive graphic overlays, Integrated measurement capability (video micrometer), Save multiple calibrations, Split screen and picture-in-picture functions, Support BMP, TIFF, JPEG image file formats, Still and live image processing features, Integrated email function, Twain compliant, Network compatible, Windows 2000 or XP compatible and User manual, Qty 3 each; (6) Adjustable LCD monitor mount for macro cart or table top stand: Capable of mounting a 19? flat screen LCD monitor to top of a flex-arm benchtop stand, Qty 3 each; (7) Monitor: 19? flat screen, Thin film transistor active matrix LCD, 1280 x 1024 resolution, Analog and digital video input, Sharp image in all screen areas, Wide viewing angles, Space efficient and Capable of being mounted to the flex-arm bench top stand, Qty 3 each; (8) Fiber optic lights: Flex arm fiber optic illuminator and Custom 74? extended light pipes, Qty 3 each; (9) Maintenance: 90 day free warranty, Nine months warranty to include all version software upgrades and updates, Unlimited online support, Loaner equipment in case of factory repair, Repair or replacement of equipment and 50 percent discount on major new version releases, Qty 3 each; (10) Installation and Training: On-site installation and 4 hours software training; and (11) One year warranty. Delivery should be within 30 days or sooner after receipt of order. Offers shall be for FOB Destination. The ship to address is FBI Laboratory Building 12, 2501 Investigation Parkway, Quantico, Virginia 22135. The following FAR provisions and clauses are incorporated by reference and apply to this solicitation. FAR Provision 52.212-1 Instructions to Offerors-Commercial Item (JAN 2005), FAR 52.212-2 Evaluation-Commercial Items (JAN 1999), FAR Provision 52.212-3 Offeror Representations and Certifications Commercial Item (JAN 2005). All FAR clauses and provisions may be obtained from the General Services Administration, Federal Acquisition Regulation website address http://www.arnet.gov/far/. Award will be made to the responsible, responsible offeror whose quote conforms to this solicitation and is the Best Value to the Government. The following evaluation factors in descending order of importance will be used to evaluate offers: (1) technical capabilities and (2) price. Quotes shall be on company letterhead, accompanied by completed representations and certifications, clearly marked RFQ 0036476 and submitted to the address listed above no later than 2:00 p.m., EDT, September 14, 2005. Offerors responding to this solicitation must provide their DUNS and Tax Identification Numbers. The awardee shall also be required to submit a completed Standard Form 3881, Automated Clearing House Vendor/Miscellaneous Payment Enrollment Form, in accordance with FAR Clause 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration (MAY 1999). All quotes must be received at the above address on or before the date/time specified in this announcement. Facsimile quotes will be accepted in accordance with FAR Provision 52.214-31 Facsimile Bids (DEC 1989). Facsimile quotes must also be received by the date/time specified in this solicitation with the hard copy to immediately follow via mail. Please note that if you elect to mail or overnight your quote, for security reasons, all outside mail addressed to FBI Headquarters. So, allow enough time for delivery. Only the facsimile quote needs to be date/time stamped by the due date/time. Offerors are hereby notified that if your quote is not received by the date/time and at the location specified in this announcement, it will be considered late and shall be handled in accordance with FAR Provision 52.212-1 (f) (JAN 2005).
