Description
1. This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number FA7000-05-T-0152, in accordance with FAR Parts 12 & 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05, 26 Aug 05. The North American Industrial Classification System (NAICS) number is 238150 and the business size standard is $11,500,000.00. This is 100% small business set-aside. 2. Pricing shall be submitted in the following format: LINE ITEM: 0001; Estimated Quantity: 5,500; Unit: Square Feet; Unit Price($): (offeror fill-in); Total($):(offeror fill-in). 3. ITEM DESCRIPTION: STATEMENT OF WORK FOR THE INSTALLATION OF WINDOW FILM ON THE WINDOWS AT ARNOLD HALL, BUILDING 2302 a) General. The contractor shall provide, deliver, and install clear window film on the inside of the entire west glass facade that is above the Honor Court level at Arnold Hall. -- Area to be covered with window film is approximately 5,500 square feet. The following are the window sizes: 88 x 122, 58 ea.; 25 x 36, 10 ea.; 25 x 122, 10 ea.; 36 x 80, 13 ea.; 68 x 80, 2 ea.; 27 x 83, 4 ea. -- Window film shall be shatter proof to provide protection from flying glass caused by windstorms, blasts, etc. and reduce fading of furniture, fabrics, and artwork. Window film shall meet Safety Glazing Standard CPSC 16 CFR, Category II (400ft./lb.) and ANSI Z97.1 and pass Intensified Weathering Test. Window film shall also meet the following specifications: Solar Heat Reduction: 1%; Emissivity: 0.89; Glare Reduction: 6%; Shading Coefficient: 0.68; UV Blocked: 99%; Visible Light: Reflected 6% and Transmitted 47%; ?U? Value: 1.10%. b) Scope of Work. The contractor shall inspect and ensure window film is not damaged prior to installation. The contractor shall ensure all windows are cleaned prior to installation of the film. The contractor shall barricade the work area during installation of window film to prohibit entry of unauthorized personnel and shall clean the work area daily. The contractor shall ensure all tinted windows have no air bubbles after installation. c) Contractor shall comply with all AFOSH, OSHA, Federal, state, and local safety laws and regulations. d) Note that Ms. Skinner has a picture of the face of the building available. The following Federal Acquisition Regulation (FAR) provisions apply to this combined synopsis/solicitation. Offerors must comply with all instructions contained therein: FAR 52.212-1, Instructions to Offerors-Commercial Items (JAN 2005), addenda applies: Contractor shall submit their quote, identifying their company's name, provide solicitation number, name, address, e-mail address, and telephone number of the offeror, unit pricing and an over all total price, as well as their Federal Tax Identification Number, CAGE code, DUNS number, size of business with respect to this NAICS, warranted information, and a statement that the provision at FAR 52.212-3, Offeror Representations and Certifications-Commerical Items (MAR 2005) has been completed electronically on line at http://orca.bpn.gov/publicsearch.aspx, as well as a statement acknowledging any solicitation amendments. FAR 52.237-1, Site Visit (APR 1984), as identified in the synopsis to this requirement posted on 6 Sep 05 under number F4BQ025189A400, also applies. 5. The provision at FAR 52.212-2, Evaluation?Commercial Items (JAN 1999) applies to this acquisition as well. The Government will award a purchase order (PO) resulting from this solicitation to the responsive responsible offeror whose technically acceptable offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: Award will be made on the basis of determining the technically acceptable offer with the lowest evaluated price which meets or exceeds the requirements. Once an offer has been determined to be technically acceptable then the Offeror with the lowest evaluated price will be awarded the contract. 6. The following FAR clause applies to this acquisition, FAR 52.212-4, Contract Terms and Conditions ? Commercial Items (OCT 2003), with the following addenda: FAR 52.204-7, Central Contractor Registration (OCT 2003), FAR 52.242-15, Stop-Work Order (AUG 1989). The following Department of Defense FAR Supplement (DFARS) clauses also apply: DFARS 252.204-7004 Alt A, Alternate A (NOV 2003); DFARS 252.225-7031, Secondary Arab Boycott of Israel (JUN 2005); and USAFA 5352.242-9500, Contractor Access to Air Force Installations (MAY 2003). 7. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (JUL 2005) applies to this acquisition. Additional FAR clauses cited in that clause applicable to this acquisition are: (b)(5)(15)(16)(17)(18)(19)(20)(26)(27) and (31). DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (SEP 2005) also applies to this acquisition. Additional DFARS clauses cited in that clause applicable to this acquisition are: 252.225-7001, Buy American Act and Balance of Payments Program (JUN 2005); and 252.232-7003, Electronic Submission of Payment Requests (JAN 2004). 8. Quotes must be received no later than Noon Mountain Daylight Savings Time (that's 2:00 PM Eastern Time), 16 September 2005, via e-mail (preferred method) to Ms. Lana Skinner at Lana.Skinner@usafa.af.mil.
