- The U.S. Research, Development and Engineering Command, (RDECOM) ???Armament, Research, Development and Engineering Center (ARDEC), Picatinny, New Jersey, 07806-5000, is contemplating the execution of a task order type contract to ???flexibly partner??? with industry on various tasks related to the engineering, development, testing, evaluation, producibility assessment and manufacture of various munitions combustible/consumable systems. This flexible partnership is to further: enhanced lethality and accuracy for legacy and future munitions systems, improved production/manufacturing capabilities, improved safety and better munitions life cycle management. This effort will require the following of potential contractors: ??? Handling and storage of energetic materials with hazard classes of 1.3 (small development quantities), 1.4, and 4.1 (flammable solids). ??? Handling and storage of Classified material and documents at a classification level of Secret. ??? Facilities to manufacture, assemble and laboratory test classified munitions and munitions systems. ??? Facilities to handle, store and test components and systems containing energetic material for combustible/consumable products for munition. ??? Facilities, prior experience and extensive knowledge in the design, fabrication, inspection, manufacture and assembly of medium/large caliber combustible/consumable cartridge case and components. ??? Facilities, prior experience and extensive knowledge in the design, fabrication, inspection and manufacture of small/medium/large caliber combustible/consumable cartridge case and components, mortar propellant containers, propellant containers, fiber based containers for special purpose applications and other fiber based components. ??? Prior experience and extensive knowledge, experience and computing facilities for performing Finite Element Analysis (FEA). Use of industry standard software such as ANSYS?? and ALGOR?? is strongly preferred. ??? Ability to generate and maintain technical data packages on the Windchill?? collaborative information management software linked with the ARDEC- Munitions Systems and Technology Directorate (MSTD) Windchill?? system. All drawings and solid models pertaining to munitions systems will be maintained in the Pro/ENGINEER?? design software environment. ??? Facilities, prior experience and expertise/extensive knowledge in the areas of handling/storing/designing/developing/manufacturing/assembling/testing of items and assemblies containing energetic materials. (NOTE: This shall include the containers of ???raw energetics??? as well as the items and assemblies that contain them.) ??? Facilities, prior experience and expertise/extensive knowledge in the areas of handling/storing/designing/developing/manufacturing/assembly/testing of small/medium/large caliber combustible/consumable cartridge case and components, mortar propellant containers, propellant containers, fiber based containers for special purpose applications and other fiber based components (developmental and production types). Interested parties are requested to provide information regarding relevant capabilities, manufacturing experience, and specifically address the requirements listed above in response to the aforementioned criteria.
