Description
This procurement will be full and open. NOTE: Please pay close attention to the evaluation criteria set forth in the solicitation. This is a combined synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation N00174-05-Q-0150 is being issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 18. The NAICS code is 334517 and the size standard is 500. The offeror shall provide a firm fixed price for one fully operational digital radiographic evaluation system composed of the following three primary components: a constant potential 450 KeV x-ray source, a computed radiography system, and a digital radiographic panel. The 450 KeV constant potential source shall consist of a dual spot tube head capable of 10mA at 450 KeV with the larger focal spot, and 2 mA at 450 KeV with the fine focal spot. The high voltage cables and coolant hoses for the x-ray tube shall be at least 15 meters long. The coolant system for the x-ray tube shall be of a refrigerated oil type. The high voltage generators for the x-ray tube shall be sufficient to provide optimal tubehead performance, and will facilitate remote computer control. A 20 meter control cable shall be provided to communicate between the generators and the controller. The controller shall provide all interlock, pre-warning, interfaces, and key control capability required under RAD-10 for shielded exempt systems (paragraph 4.3). The controller shall also provide an RS-232 port to facilitate computer control. The controller shall provide oversight control of: KeV, mA, focal spot size, exposure time, and allow at least 100 stored techniques. ! The Computed Radiography (CR) system shall include at least 10 complete hard cassettes of dimensions 14 inches x 17 inches; with imaging plates optimized for use at 450 KeV. The computed radiography system shall include a cassette reader (with attached monitor for immediate viewing of images). The cassette reader shall read data with a depth of 16 bits and 10 points per millimeter resolution (5 line pairs per millimeter). The cassette reader shall have the capability to read up to 45 images per hour. The Reader Station shall accept an entire CR cassette, remove the imaging plate from the cassette, read the image from the imaging plate, erase the imaging plate, and re-insert the imaging plate into the cassette (so that the CR cassette is ready to be used again). The cassette reader shall not bend the imaging plates throughout this process. The reader shall have USB 2, ethernet, and a CD/DVD writer to enable transport of data. The CR system shall include a separate imageprocessing station. The monitor for the image processing station shall be at least 10 bit, 3 megapixel resolution. The computer for the image processing station shall include USB 2, ethernet, and CD/DVD write capability. The digital radiographic panel system shall include the panel itself, which shall have 127 micron resolution, with an active area of at least 28.2 cm x 40.6 cm. The panel shall be of ?premium? grade and shall tolerate routine use in an MeV environment. The panel system shall also include a frame grabber card, as well as the software to communicate with the frame grabber, and the necessary dll file to allow custom software to communicate directly with the panel. NSWC shall provide the computer. The panel system shall also include a 20 meter cable to connect the frame grabber card to the panel. Any other related equipment required for use of the panel shall be included. Training for 2 people for 1 week in the operation and use of the CR system shal! l be provided. Offeror shall provide a full 1 year parts and labor warranty on the entire system. F.O.B. Destination for this requirement. The contractor is to state the delivery time required. Commercial Items ? the evaluation factors are as follows listed in descending order of importance, unless otherwise stated: Factor 1: Contractor?s cover letter shall affirmatively state that the proposed item meets or exceeds the specifications listed in the solicitation. Detailed specifications document or brochure is to be supplied. Factor 2: Past Performance ? Offerors shall provide three references for product performance and contractor responsiveness with name, telephone, fax and e-mail address. A past performa! nce questionnaire can be supplied upon request. Other sources for past performance information shall be used as available. Factor 3: Price. All offeror?s must provide with their proposal a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (June 2003).
