- NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to University Research Glass (URG), 116 S. Merritt Mill Road, Chapel Hill, NC 27516, for two Versatile Air Pollution Sampler (VAPS) with internal sampling componests and dry meters. System must be able to measure a variety of air quality parameters: Teflon coated PM-10 inlet; inlet rate 32 lpm with a effective cut-point of 10 microns; teflon coated machined aluminum body to reduce particle loss; an upper conical nozzle (accelerator jet) which splits into three airstreams ,center airstream of 2 lpm, remaining 2 airstreams going through a second conical nozzle (receiver jet) at 15 lpm ; pump with three separate flows with active volumetric flow control; the two nozzles separated by 0.8 centimeters which allows instruments to operate as a Dichotomous sampler; the virtual impactor (VI) being a modification of the VI system approved by EPA for compliance monitoring for PM-10 . The EPA is currently using identical equipment and any change in equipment would jeopardize reproducibility and consistency of experiments. EPA believes that URG is the only source capable of providing the required item , because URG is the sole manufacturer and distributor of VAP. In order to ensure data compatibility and accuracy the circumstance permitting is FAR 13.106(B) "only one source reasonably available". The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication.
