Subject: Amendment 1 to the Radiation Belt Storm Probes AO On or about September 10, 2005, Amendment No. 1 to NASA Announcement of Opportunity (AO) entitled ?Radiation Belt Storm Probes Investigations and Geospace-Related Missions of Opportunity" (NNH05ZDA003O) will be posted on NASA?s research opportunities homepage at http://nspires.nasaprs.com/ (select ?Solicitations? then ?Open Solicitations? then ?NNH05ZDA003O?). The Radiation Belt Storm Probes AO is amended so that a Low Cost Access to Space (LCAS) platform (including sounding rockets and standard and long duration balloons) may be proposed as the launch vehicle for a Mission of Opportunity investigation if the investigation can significantly augment the Radiation Belt Storm Probes mission objectives. The Radiation Belt Storm Probes AO is also amended to identify the Associate Administrator of the Science Mission Directorate as the Selection Official. AMENDMENT NO. 1 TO THE NASA ANNOUNCEMENT OF OPPORTUNITY (AO) ENTITLED "RADIATION BELT STORM PROBES INVESTIGATIONS AND GEOSPACE-RELATED MISSIONS OF OPPORTUNITY," NNH05ZDA003O, RELEASED AUGUST 23, 2005 The following changes are made to: ? Section 5:10: Geospace-Related Missions of Opportunity ? Section 7.1: Evaluation, Selection, and Debriefing Processes ------------------------------------------------------------------------------- Section 5:10, Geospace-Related Missions of Opportunity is amended by adding a section, 5.10.4, Low Cost Access to Space Missions as Missions of Opportunity 5.10.4 Low Cost Access to Space Missions as Missions of Opportunity Under this AO, a Low Cost Access to Space (LCAS) platform may be proposed as the launch vehicle for a Mission of Opportunity (MO) investigation if it is demonstrated, as judged by peer review and the NASA LWS program staff, that the investigation can significantly augment the LWS RBSP mission objectives and that its support by NASA would be advantageous to the LWS Program. In this case, the Mission of Opportunity sponsoring organization is SMD and no other sponsoring organization is required. The LCAS program offers a variety of methods for providing low cost access to space, including sounding rockets and standard and long duration balloons. These missions are Missions of Opportunity in the sense that (i) NASA may or may not select one or more LCAS missions, and (ii) the cost cap for LCAS missions is the same as the Mission of Opportunity cost cap. In all other regards, the proposal requirements for a LCAS mission proposal are the same as for all Mission of Opportunity proposals to this AO. LCAS MO proposals under this AO are required to describe a complete suborbital investigation, including payload construction, launch phase, data analysis, and publication of scientific results. Proposals should be for whatever time period is required in order to complete the investigation. Proposers must take into consideration the fact that the total expense associated with a suborbital investigation includes costs for operational support as well as payload development. The full cost of operational and launch support expenses must be included in proposals to this AO. All those who intend to propose a suborbital LCAS MO are required to discuss prospective investigations with operations personnel at the NASA Wallops Flight Facility to ensure that probable operational and launch support costs are properly represented within proposals. Paragraph 14 is further amended to state that the AO Steering Committee is appointed by the Associate Administrator of the Science Mission Directorate.
