Description
The 20st Contracting Squadron, Shaw AFB, SC is in the process of determining the acquisition strategy for a potential requirement to provide Land Mobile Radio (LMR) repair and maintenance services for Shaw AFB. Contractor shall provide all management, tools, supplies, equipment, labor and supervision necessary to perform LMR repair and maintenance services. This acquisition is 100% (1) 8(a), (2) HUBZone, (3) Service Disabled Veteran-Owned, or (4) other small business concern set-aside. Current contract services expire 31 December 2005. It is anticipated that the period of performance for this contract will be approximately 01 January 2006 to 31 December 2006. Four additional option years may be exercised extending the period of performance until 31 December 2010. NAICS Code 811211 is applicable to this effort, which has a small business threshold of $6 million. The government is seeking information and comments from industry on various topics that will be used to refine the requirement and acquisition strategy to include the following: (a) The government is contemplating a firm fixed price type of contract to fulfill this requirement based upon previous acquisition history. (b) Initial research indicates this service is commercial in nature and we are soliciting beneficial commercial practices, terms and conditions for consideration. (c) This potential requirement may be set-aside for small business programs (1) certified 8(a) small business, (2) HUBZone or (3) Service Disabled Veteran-Owned small business or (4) other small business concerns. All industry comments are encouraged and welcome to assist us with this requirement. Please submit your responses by noon EST 1 August 2005. MEMORANDUM FOR POTENTIAL 8(a), HUBZONE, SERVICE DISABLED VETERAN OWNED and OTHER SMALL BUSINESS OFFERORS FROM: 20th CONS/LGCAA Shaw AFB SC 29152 SUBJECT: Small Business Capability Assessment Sources Sought for Shaw AFB; FA4803-05-R-A014 1. As part of our continuous information exchange with industry in the formulation of the Land Mobile Radio (LMR) acquisition for Shaw AFB we request your assistance in determining if this acquisition should be a total set aside for one of three small business procurement programs: (1) 8(a) program, (2) HUBZone program or (3) Service Disabled Veteran-Owned or (4) other small business under the auspice of Federal Acquisition Regulation (FAR) Part 19, Small Business Programs. In accordance with Part 19, there must be a reasonable expectation that offers will be obtained from at least two responsible small business concerns in a small business class and the award will be made at fair market prices for a set-aside to be appropriate. In this particular case the government is trying to ascertain if there are four responsible concerns classified as 8(a) s, or HUBZone or Service Disabled Veteran-Owned small business and small business. In order for this determination to be made, we require additional information to improve our understanding of interested small business concerns' capabilities. 2. If your firm intends to propose as a prime contractor on this effort, request you respond to the following areas regarding your experience, capabilities, and intentions. Please give a brief response to the questions below, and limit your response to 7 pages. We are not requesting technical/management proposals. Your response will be used solely as part of our market research efforts. a. Do you intend to bid as a prime contractor on this effort, and can your company perform the majority of the effort? b. Statement that your company is certified and qualifies as a (1) 8(a) small business or (2) HUBZone or (3) Service Disabled Veteran-Owned or (4) Small Business concern in North American Industrial Classification System Code (NAICS) 811211, which has a small business threshold of $6 million. c. Degree of experience in providing same or similar services to include past corporate and Government contracts with current references and points of contact. d. Evidence of financial capability and technical/management resources to support a requirement of this nature and size. e. Should include individual management/technical issues that are considered to be of significance in determining the capability of a company for this requirement. Please keep in mind that this is not the time for proposals. Rather small businesses must demonstrate a sound capability -- NOT a technical/management approach. Requested information should be key and specific to the procurement but also prudent and reasonable in terms of necessary data and time required to respond. 3. This information will be used only for market research purposes and will not be used as a part of proposal evaluation later. All information received will be protected and safeguarded as SOURCE SELECTION SENSITIVE in accordance with FAR Part 3.104, Procurement Integrity. Industry comments are greatly encouraged.
