This amendment is issued to provide additional information. Of the 98 required radio/cell phones, there are 43 existing Motorola i305 models which would be utilized under the resulting contract if compatible with the 55 additonal phones and service. This factor will be considered in evaluating quotes. The list of cities and counties for which one of the radio/cell phones will be needed is available by calling (706) 546-2119 or faxing your request to (706) 546-2157. The due date for quotations has been extended to September 19, 2005 at 4:00 P.M. eastern time. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. AG-4310-S-05-0010 is being issued as a Request for Quotation and incorporates the provisions and clauses in effect through Federal Acquisition Circular 2005-05. The following provisions and clauses apply to this acquisition and may be accessed electronically at the following address: http://www.arnet.gov/far. Upon request, the Contracting Officer will make their full text available. FAR 52.212-01 Instructions to Offerors-Commercial Items FAR 52.212-02 Evaluation-Commercial Items FAR 52.212-03 Offeror Representations and Certifications-Commercial Items FAR 52.212-04 Contract Terms and Conditions-Commercial Items FAR 52-212-05 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items Payment under this contract will be made by the Government by electronic funds transfer system or Automated Clearing House (ACH). All vendors MUST be registered in the Central Contractor Registration. That site address is www.ccr.gov. This requirement is not set-aside; SIC Code S113, NAIC 517212, Size Standard of 1500 employees. Quotes may be submitted on letterhead and faxed to the attention of Vickie Price at (706) 546-2157. The completed Offeror Representations and Certifications must be submitted along with each quote. USDA, Natural Resources Conservation Service, Georgia has a requirement for the following: Line Item 1: Two-way radio/cellular phones with minimum of 1 year service for use in the State of Georgia. The two-way radio/cellular phones must be weather resistant, provide instant communication 2-way radio, cellular phone with text messaging, call waiting, time, one touch private and group dialing (speed dial), vibration/ring indicator, and include vehicle chargers. The service coverage area must include the southern Georgia area. Furnish map and other documentation to show detailed coverage area with your quote. At a minimum, service must consist of unlimited 2 way radio communication, a minimum of 400 anytime minutes, long distance calling, unlimited mobile to mobile, WITHOUT NIGHTS AND WEEKEND MINUTES, and unlimited one way text messaging. Contractor must furnish on site training at agency request. Quantity of 98 radio/phones is needed. Evaluation factors: 1. Ability to provide cell phone service/reception in the lower 2/3 of Georgia, from Athens/Clarke County South; 2. Ability to keep existing cell phone numbers; 3. Ability to return phones and cancel any number & associated service at no charge if it is discovered that there is no reception in any given area; 4. Price. Also address any additional charges, fees, taxes that will be involved. NRCS is a Federal Government Agency and is exempt from state sales tax and county taxes. Payment will be made in arrears in accordance with the Prompt Payment Act.
