Description
This combined synopsis/solicitation is for Test Cell Equipment to test the T700/701C UH-060 helicopter engines in accordance with manufacturers specifications and to provide 12 months of help desk support to the Colombian Military. This combined syn opsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicit ation will not be issued. This solicitation is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR). This solicitation is issued under ful l and open competition. The applicable NAICS code is 488190 with a size standard of $6.0M. Test Cell Equipment (1 ea) includes Hydraulic dynamometer (water brake); Engine harness and mount; Wiring; Hoses; Tubing; Pneumatic engine starter system; Fire sup pression system; Video monitoring system for test cell facility (the video monitoring system must be able to withstand the sound and vibrations generated by the engine being tested). The cameras must be installed in positions so that the operator can do a 360 degree visual check of the engine; Exhaust system (accessories required include transport cart, system to support the engine while on the transport cart, all accessories required to install the engines to mount, harness, and control room, cables and h arness to connect engine harness to the PC and the control room equipment and gages); fuel and oil supply system and pump. Software (1 ea) shall be capable of simulating all required functions to properly test T-700/701C UH-60 engines in accordance with m fr (GE) specs. Software shall be compatible with existing METS 2004 hardware and software architecture to maximize the existing test cell capabilities. The existing adjusted software is Labview version 7.0. Software musts be tailored and adjusted to su pport the T-700/701 engines. Contractor provided software shall be COTS, Windows based, and user friendly. Software must have the capability to simulate a second engine, when only one engine is being tested. Computer Hardware (1 ea) - Existing computer hardware in the METS 2004 test cell includes a Fujitsu Siemens PC running Windows XP Home Edition. Intel Pentium processor, 2.6 BG hard drive, 512 MB RAM, DVD Reader, CD Reader/Burner, 128 MB video card, one HP 1010 laser jet printer, two USB ports, one s erial port, one parallel port. Contractor is responsible for procuring all hardware accessories required to ensure compatibility and operation with existing equipment. Transportation (1 ea) - Contractor is responsible for all customs, taxes, and transpor tation costs for all supplies from the U.S. to Madrid, Colombia. Installation (1 ea) - Contractor shall install hardware and software and any infrastructure modification necessary. Testing (1 ea) - Contractor shall conduct all tests to ensure installed h ardware and software operate as intended and in accordance with product manufacturer's specifications. Tests shall be in accordance with the contractor's test plan provided with their quote. Engines, oil, and fuel needed to test the installed equipment a nd software will be provided by the COLMIL. The contractor is responsible for any damages to the engines, equipment, or facilities. Training (1 ea) - Contractor shall provide all training material to train ten COLMIL technicians in the proper operation a nd maintenance of the installed test cell equipment and software. Instruction shall be based on General Electric or U.S. Army or Air Force approved manuals for this type of Test Cell. Training shall be composed of theory and practical (hands-on) applicat ions and ensure the technicians are able to operate the test cell equipment with no supervision. Training will be at a facility in Madrid, Colombia. Contractor personnel must be able to communicate with COLMIL personnel being trained who may require translators or personnel fluent in English and LATAM Spanish. Training must include at a minimum Aircraft Power Plant Test Cell Operator; Scheduled and Unscheduled Maintenance Duties include Basic Operator Level training LEVEL I, LEVEL II, LEVEL III, and LEVEL IV. NOTE: U.S. personnel shall possess or be able to obtain a passport and work visas. The contractor shall submit a copy of their, or their suppliers, export license with their quote. Clearances - U.S. personnel shall request country clearance from USSOUTHCOM, Miami, FL prior to travel to Colombia. The contractor is responsible for providing the names and other data of Colombia personnel assigned to execute tasks identified to the U.S. Embassy for a name check and Colombian investigation. Contractor is advised to be familiar with current situations in Colombia prior to travel to the region. Travel - The contractor may be required to travel to perform these requirements. Trip reports are required to document issues resolved and issues remaining. Travel will be reimbursed on a monthly basis in arrears IAW Joint Travel Regulations. Contractor is responsible for lodging and local transportation to and from th e work site. No U.S. GFE or GFP will be provided. The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor shall report ALL contractor manpower (includi ng subcontractor manpower) required for performance of this contract. NOTE: (1 ea) The contractor shall completely fill in all the information in the format using the following web address: https:\\contractormanpower.army.pentagon.mil. The required info rmation includes: (1) Contracting Office, Contracting Officer, Contracting Officer's Technical Representative; (2) Contract number, including task or delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor name, a ddress, phone number, e-mail address, identity of contractor employee entering data; (5) Estimated direct labor hours (including sub-contractors); (6) Estimated direct labor dollars paid this reporting period (including sub-contractors); (7) Total payments (including sub-contractors); (8) Predominant Federal Service Code (FSC) reflecting services provided by contractor (and separate predominant FSC for each sub-contractor if different); (9) Estimated data collection cost; (10) Organizational title associate d with Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information); (11) Locations where contractor and sub-contractors perform the work (specified by zip code in the United States and nearest city, country, when in an overseas location, using standardized nomenclature provided on website); (12) Presence of deployment or contingency contract language; and (13) Number of co ntractor and sub-contractor employees deployed in theater this reporting period (by country). As part of its submission, the contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting peri od will be the period of performance not to exceed 12 months ending 30 September of each government fiscal year and must be reported by 31 October of each calendar year. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a contractor's systems to the secure web site without the need for separate data entries for each required data element at the web site. The specific formats for the XML direct transfer may be downloaded from the website. Location of delivery is Madrid, Colombia. Best delivery practicable at FOB Destination. The following provisions are applicable to this RFQ, FAR 52.212-1 Instructions to Offerors. FAR 52.212-2 Evaluation, Commercial Item (a) evaluation criteria is Price, Technical Acceptability - provide copies of current export license and certification by GE or the FAA to work on T700/701C UH 60 helicopter engines and Past Performance information from 3 references. This is a competitive Low Priced Technically Acceptable source selection. Technical Acceptability will be evaluated on a pass/fail basis. Each offer must p rovide a copy of their current export license and a copy of GE or FAA certifications to be considered technically acceptable. All technically acceptable offers shall be treated equally except for their prices and performance records. Failure to meet a re quirement may result in an offer being determined technically unacceptable. As set forth in paragraph (g) of FAR 52.212-1, the Government intends to evaluate offers and award a contract without discussions. There will be no site visits. Offers are requi red to include a completed copy of the provision at FAR 52.212-3, Offer Reps and Certs - Commercial Items with their offer.
