- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 05-210-1123 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 01-27. The associated North American Industrial Classification System (NAICS) code for this procurement is 541512 with a small business size standard of $21.0M. This requirement is unrestricted and only interested offerors may submit a quote. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on Wednesday, September 14, 2005 at 17:00:00 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Gaithersburg, MD 20899 The National Institute of Standards & Technology requires the following items, EXACT MATCH ONLY, to the following: LI 001, Scope of Work: Period of Performance: Date of award - Sept. 30, 2006. To providetechnical expertise to NVLAP regarding testing of a voting system in support of The Help America Voting Act. This expertise will be utilized in the development of the NVLAP Voting System Testing (VST) Laboratory Accredition Program (LAP) to include program design development of NVLAP documents, development of on-site assessments and development of proficiency testing. Services will be provided in segments on as as needed basis. All tasks Shall be performed under the direction of a COTR., 1, LT; LI 002, (Statement of Work for Line item #0001): The NVLAP department at NIST recently established the Voting System Testing Laboratory Accrediation Program (VST LAP). The NVLAP Department at NIST is requiring the services of an acknowledged technical expert on matters involving requirements, design, and testing to assist in developing program documents, including assessment checklists and procedures, on-site assessments and proficiency testing. Specifically services required of the contractor will include all or some of the following tasks: 1. Review current NVLAP program specific documents. 2. Develop VST program-specific checklist. 3. Review NIST handbook 150-22 with respect to changes to revelant industry standards. 4. Participate as a member of an on-site assessment team to assist in development of on-site assessment techniques. 5. Participate as a member of an on-site assessment team to evaluate applicant laboratories. 7. Other related services which may be assigned by the Contracting Officer as Necessary, 1, LT; LI 003, (Continuation of information that is for line item #0001): Payment shall be made to the contractor upon receipt of an itemized invoice at the completion of an assigned work. Authorized items may include: travel costs and per diem (calculated from the federal guidelines), hourly consultant charges, rental cars, telephone/fax/ computer charges, or reasonable charges incurred in the performance of assigned tasks that are authorized by the Contracting Officer., 1, LT; LI 004, (Continuation of information for line item #0001) No oral statement of any person shall modify or otherwise effect the statement of work, or other terms and conditions as herein stated. All modifications to the contract must be made in writing by the Contracting Officer., 1, LT; LI 005, (Continuation of information for line item #0001) Deliverables: NVLAP documents: When assisting in the development of NVLAP documents, deliverables are appropriate drafts and final documents. When providing expert assistance, the deliverables may include: telephone conversations, e-mails, commentary on documents, interpretations of standards, and assistance during visits to laboratories and proficiency testing program outlines and instructions. When Serving NVLAP on-site assessor. Results of management system reviews and on-site assessment reports., 1, LT; For this solicitation, National Institute of Standards & Technology intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. National Institute of Standards & Technology is taking this action in a an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, completed, real-time offers.
