- Court Services and Offender Supervision Agency (CSOSA) intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with AINS, Inc., for FOIA Express, web-based version 5.2, a Freedom of Information Act (FOIA) tracking system. This software electronically stores, retrieves, redacts, and prints documents for delivery to FOIA requestors. FOIA Express is a relational database capable of managing workflow from initial receipt to completion of case processing, tracking and reporting workflow, statistics, integrated e-mail, correspondence, fee calculation and invoice generation. It tracks all cases as they move through the system from original request to final delivery of a response, including all incoming and outgoing communications during the process lifecycle. It also processes statistics and fees, generates reports on the number, type, and disposition of FOIA requests processed per U.S. Department of Justice requirements. AINS is the only authorized provider for this registered product, which is a fully integrated, comprehensive system for receiving and processing FOIA requests in accordance with statutory regulations governing public access to government information. There are currently no known products that provide similar features and functionality in the COTS software market. This is a notice of intent and not a solicitation for competitive quotations; no solicitation package will be issued. However, if any interested firm believes it can provide an existing COTS product with similar functionality, the firm may submit a capability statement. This statement shall include descriptive literature about their commercial product. Such descriptive literature is required to establish, as a minimum, details of the product in regards to: (1) Design, (2) Components, (3) Performance characteristics and (4) Methods of Operation. The statement of capabilities, and supporting descriptive literature, must be furnished in writing to: CSOSA, Office of Procurement, ATTN: E. Moya, Suite 880, 633 Indiana Ave NW, Washington, DC 20004. The statement must contain sufficient detail to allow CSOSA to determine if the interested firm is capable of providing an existing COTS software product for automation of FOIA requests. An original and one hardcopy of the capability statement must be received in the Contracting Office by 3:00PM (local time) on September 22, 2005. The Government assumes no responsibility for any costs associated with submitting a capability statement and submittals will not be returned. The North American Industry Classification System (NAICS) code for this requirement is 511210, and the size standard is $21.0 MIL. A determination by the Government not to compete the planned requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered only for the purpose of determining whether to conduct a competitive procurement.
