Description
THIS IS AN AMENDMENT TO THE COMBINED SYNOPSIS/SOLICITATION BELOW - THAT THE FAR (FEDERAL ACQUISITION REGULATIONS) BELOW ARE CORRRECTED AND REVISED PROPERLY AND ARE APPLICABLE FOR THIS REQUIREMENT. THE DATE THAT RESPONSES/QUOTES ARE DUE HAS ALSO BEEN CORRECTED TO NOW BE SEPTEMBER 27, 2005 FOR THE REQUIREMENT BELOW. This is a combined synopsis/solicitation for the commercial item identified below, prepared in accordance with the format in Far Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This solicitation number is: 3K45-JW-001, is issued as a Request for Quotation (RFQ), and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-05. This solicitation is reserved exclusively for Small Business - with no more than 500 employees.. The North American Industry Classification Code (NAICS) code is 311222. The U.S. Dept. of Agriculture intends to procure the following: Soybean Meal 47.5 percent, Guaranteed Analysis: Crude Protein - (Minimum: 47.5 percent); Crude Fat - (Minimum: 0.50 percent); and Crude Fiber - (Maximum 3.5 Percent). There shall be no pelleted ingredients, all delivered feed shall be pure - and free of additives: such as hormones, antibiotics, growth stimulants, bactericides, bacteriostat and cocidiostats. Feed shall not be exposed to external factor prior to delivery, such as precipitation, insects, mold, or any foreign objects. The Government shall not accept substitute products. At the Government?s request - the bidder shall supply a sample of any items at no charge to the Government for the sole purpose of analysis and examination. The above requested Soybean Meal is to be delivered to the Beltsville Agricultural Research Center for the period of October 1, 2005 to September 30, 2006 - (on a As-Needed-Basis) as requested below. One delivery is expected per month, at 20 to 24 tons per delivery. Orders shall be placed 5 days in advance of the expected delivery date. All deliveries shall be identified and labeled according to the requested specifications. All Vendors bidding on this requirement - shall be bidding on a firm-fixed price per ton for the above yearly time frame. Soybean Meal shall be delivered to: USDA, ARS, BA, BARC Feed Center, Located at Building 182, BARC-EAST, located in Beltsville, Maryland 20705. Deliveries shall be made during regular business hours between 8:00 a.m. and 2:30 p.m. Eastern Standard Time, Monday Thru Friday, excluding Federal Government Holidays. All Deliveries shall be made in Dump Trucks or Bottom Unloading Trailors. This solicitation incorporates the following FAR clauses, provisions, and addendums: 52.203-6(Alternate I)Restrictions on Subcontractor Sales To The Government; 52.204-3 Taxpayer Identification; 52-204-6 Data Universal Numbering System (DUNS) Number; 52.204-7 Central Contractor Registration; 52.211-5 Material Requirements; 52.212-1 Instructions to Offerors-Commercial Items; 52.212-2 Evaluation-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, 52.216-24 Limitation of Government Liability; 52.216-25 Contract Definazation; 52.225-13 Restrictions on Certain Foreign Purchases; 52.233-4 Applicable Law for Breach of Contract Claim; In Paragraph (B) of 52.212-5, the following apply: 52.203-6, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.225-13, 52.232-34, and 52.222-70. All offerors must include copies of 52.212-3 (Representations and Certifications) and 52.222-70 (Compliance with Veterans Employment Reporting Requirements). Faxed Quotations are acceptable and shall be faxed to John Wilkinson to fax number (301) 504-8696 on or before September 25, 2005. All responses shall be evaluated in order to determine the ability to meet the above stated capabilities. Offerors shall identify where the requested item meets or does not meets each of the Government?s functional and performance minimum specifications listed herein. The Government will award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The anticipated award date is September 28, 2005. All responsible sources may submit a quotation, which shall be considered by the Agency.
