- SUBJECT: ASPEN DYNAMICS SOFTWARE DESC: The U.S. Department of Energy???s National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to award a purchase order on a sole-source basis to ASPEN Technology Inc., Houston, TX for the following: Aspen Engineering Suite software bundles consisting of the steady-state process simulator, Aspen Plus, the dynamic process simulator, Aspen Dynamics (AD), and the custom engineering model builder, Aspen Custom Modeler (ACM). 1. 2-User Bundle (Aspen Plus/ACM/Aspen Dynamics Software) based on 3-year license term ??? 1 each. 2. SMS for 2-User Bundle ??? 1 each. This purchase order is being issued to Aspen Technology Inc because it is required by the government to perform systems analysis R&D in connection with the design and optimization of advanced power generations systems. NETL uses the Aspen Technology Inc process simulation software together with computational fluid dynamics (CFD) software in the R&D 100 Award-winning Advanced Process Engineering C0-Simulator (APECS). Scientists and engineers are applying the APECS system, including AspenTech software, to high-efficiency, zero-emission power plants such as FutureGen. It complies with the process industry CAPE-OPEN software standards. It can be integrated with computational fluid dynamics (CFD) models using NETL???s APECS technology. No other software can supply Aspen Plus, Aspen Dynamics, and Aspen Custom Modeler. Aspen Technology Inc is the developer and only supplier of Aspen Plus, AD, and ACM. All responsible sources may submit a bid, proposal, or quotation which shall be considered by this agency. All interested firms must respond to DE-RQ26-05NT500880. Offerors shall provide sufficient technical literature, documents, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Therefore, no solicitation will result with this announcement. This award shall be made using FAR 13, Simplified Acquisition Procedures. The North American Industry Classification (NAIC) is 421690.
