Description
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) intends to negotiate on a sole source basis with McBride and Associates under the authority of FAR 6.302 for metal panel designs at the new ATF Headquarters facility to be located in Washington, DC. This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractor must have security clearance. The contractor must possess the following credentials and qualifications: experience as Public Art Officer that afforded open access to community representation needed for a selection board. The contractor must be able to coordinate a group of designers, graphic artists, photographers, model makers. The contractor must obtain Commission of Fine Arts (CFA) and the National Capital Planning Commission (NCPC) approval of the metal panels design. In Phase One the Contractor must convene a review panel to determine a theme for the four metal panel treatments. The Review panel must include an Historian, an Educator, an Elected Community Representative, a Non-elected Community Representative, an ATF Project Director, an ATF Exhibit Program Manager and the General Services Administration (GSA) Contractor Moshe Sadfie Associates (MSA). In Phase Two The Contractor will develop the design concept based on the theme and the metal type/finish specified by the MSA. The Contractor will present the concept. In Phase Three the Contractor will propose the final design. The final design proposal will include a project narrative, detailed illustrations, material sample(s) model(s) and a production schedule. In Phase Four the Contractor will present the final design to the CFA and the NCPC for their respective approvals. The Contractor will modify the design if CFA recommends design edits and present the revisions to the ATF New Buildings Project Office (NBPO), and to GSA. In Phase Five the Contractor will recommend to NBPO a minimum of three qualified firms in the Washington DC area capable of bidding, fabricating and installing the metal panel treatments. Contractor must thoroughly evaluate the technical ability of the proposed firms. NBPO will award a procurement on the basis of low bid only from technically acceptable bidders (hereinafter called the Fabricator). The Contractor will use the following criteria in making a technical evaluation of potential firms. Technical capabilities: Fabricator has a clearly demonstrated understanding all of the complexities and technical requirements of the work. Experience: Written evidence of at least 5 years experience working with exterior metal panel treatments and at least 2 years working with the specific medium and method selected for this installation. Include sufficient supporting references for NBPO to validate the information. Schedule: Fabricator is capable of and will commit to working closely with the government?s general contractor for construction, Walsh/Davis (W/D), so that the fabrication/installation of the metal panel treatments will comply with the requirements of the construction schedule. Coordination: Fabricator will coordinate with W/D?s storefront subcontractor, CBO Glass (CBO), in order to ensure that CBO?s shop drawings, fabrication sequence, delivery and installation of the storefront components are not adversely affected. GSA Schedule: If the Fabricator is currently listed as a GSA Schedule contractor, evidence to support this should be provided. In Phase Six the Contractor will provide all necessary drawings/images to the Fabricator in format(s) as specified to facilitate preparation of shop drawings and proofs. The Contractor will review and approve all shop drawings and proofs submitted by the Fabricator. In Phase Seven the Contractor will make sufficient shop visits to allow for review of the fabrication of each panel at critical production stages. The Contractor will provide the W/D and CBO with all necessary on-site assistance and coordination during installation of the finished exterior metal panel treatments. In order to optimize their construction schedule/sequence, CBO may elect to install temporary weather-resistant coverings in lieu of the finished panels until such time as the work is sufficiently complete to allow safe removal of temporary and installation of finished panels. This requirement is Set-Aside for Small Businesses. The NAICS code is 711510 small business size standard of $6 Million. Awardee must be registered in the Department of Defense?s (DOD) Central Contractor Registration database (CCR) for electronic Funds Transfer (EFT).
