- The Federal Bureau of Prisons (BOP), intends to make a single award for the provision of dental officer at the Federal Correctional Institution, and Federal Prison Camp, Oxford, Wisconsin. These facilities provide medical and dental care for approximately 1150 incarcerated offenders. The work site is the dental clinic at the FCI and the satellite camp, which is physically located in the health services department at both sites. The contractor implements a dentistry program for the inmate population. The contractor shall be responsible for, but not limited to: responsible for the prosthodontics programs at both facilities, and to a lesser extent, general dentistry at the FCI and FPC. The Contractor serves as a general dental practitioner responsible for diagnosis and treatment of difficult dental problems in a correctional environment. Performs clinical diagnostic examinations and treatments for the full range of prosthetic cases and/or problems encountered in the dental clinic. Must exhibit specialist-level knowledge in the treatment planning, design and construction of simple and complex removable prostheses including full, immediate, partial, obturator, and over-dentures. Regularly performs and authorizes to be performed, the necessary treatments for the prevention, diagnosis and treatment of disease, injury and deformities of the oral cavity. Maintains a professional working knowledge in the following dental specialties and/or disciplines: Oral Diagnosis and Treatment Planning, Oral Pathology, Dental Radiology, Periodontology, Prosthetic Dentistry, Oral Surgery, Restorative Surgery, Endodontic Therapy, Patient Management, Pharmacology, Contractor shall operate independently within his/her scope of professional expertise, demonstrating his/her diversified knowledge, maintaining a high level of productivity and professionalism. Assists in the coordination and supervision of a dental program, providing input regarding proposed modifications to operating procedures. Assists in establishing and maintaining quality control measures to ensure final product conformance to standards set forth by the American Dental Association, Joint Commission for Accreditation of Healthcare Organizations, National Board for Certification of Dental Technicians and the Dental Service of the Federal Bureau of Prisons. Assists with the direction and coordination of production of finished prosthetic appliances in accordance with the requirements submitted by dental care clinics in other facilities. The contractor must have a degree in dentistry from a recognized school of dentistry. Licensed to practice dentistry in the State of Wisconsin and all applicable certifications to be in compliance with JCAHO, ACA, and BOP standards. The contractor will furnish copies of all diplomas, training certificates and certification of all continued medical education requirements to retain licensure, any and all continuing education received during the contract period, and proof of professional liability insurance for credentialing pursuant to JCAHO, ACA, and BOP standards. The service will be no more than (30) one (1) hour sessions per week, or as needed. While the position bears no direct supervisory responsibilities, the Contractor does provide detailed directions to dental auxiliaries, dental technicians, medical personnel and administrators in the performance of his/her duties. All contractors doing business with the Federal Government must be registered in the Central contractor Registration (CCR) database. The website for registration is www.ccr.gov. The contract period will be from date of award through September 30, 2006. The schedule will normally be Monday through Friday (except Federal holidays), between the hours of 7:30 am and 4:00 pm, with a thirty minute unpaid lunch period, (if applicable) and will not exceed 30 hrs. per week. Estimated maximum number of sessions is 988 (one session equaling one hour). The solicitation will be available on/about September 16, 2005 and will be distributed solely through this website. Hard copies of the solicitation will not be available. The website provides downloading instructions to obtain all documents relating to this solicitation. The date for receipt of quotations is on/about October 7, 2005. Faith-Based and community-Based Organizations have the right to submit offers equally with other organizations for contracts for which they are eligible.
